Africa-Press – Tchad. <\/strong><\/span>A la r\u00e9union de concertation avec les acteurs locaux de la ville de Gounou-Gaya, sur la bonne gouvernance, organis\u00e9e ce 9 juin, le maire, D\u00e9m\u00e9 Baissema, a \u00e9gren\u00e9 les difficult\u00e9s auxquelles fait face sa commune.<\/p>\n

Depuis le d\u00e9but du processus de la d\u00e9centralisation, avec les \u00e9lections locales en 2012, il n\u2019y a pas eu suffisamment de l\u2019information \u00e0 l\u2019intention des diff\u00e9rents acteurs, admet D\u00e9m\u00e9 Baissema.<\/p>\n

A partir de ce moment, des comp\u00e9tences exerc\u00e9es par certains minist\u00e8res sont alors transf\u00e9r\u00e9es aux communes. Il y a \u00e9ducation, sant\u00e9 et action sociale ; culture, jeunesse, sport et loisir ; agriculture et \u00e9levage ; environnement et ressources naturelles ; urbanisme et habitat ; planification du d\u00e9veloppement \u00e9conomique ; commerce et industrie ; transport ; protection civile, assistance et secours ; pompes fun\u00e8bres et cimeti\u00e8re ; eau, hygi\u00e8ne, assainissement, \u00e9lectricit\u00e9 ; la police et l\u2019\u00e9tat civil.<\/p>\n

Elles sont soit transf\u00e9r\u00e9es enti\u00e8rement, soit par r\u00e9partition. Toutefois, des domaines comme la justice, la s\u00e9curit\u00e9, etc. sont des minist\u00e8res de souverainet\u00e9 de l\u2019\u00c9tat. Le maire rappelle aussi que le transfert de comp\u00e9tences se fait concomitamment avec le transfert des ressources humaines, mat\u00e9rielles et financi\u00e8res.<\/p>\n

L\u2019\u00c9tat a transf\u00e9r\u00e9 les comp\u00e9tences mais il n\u2019a pas transf\u00e9r\u00e9 les ressources, regrette-t-il. \u00ab Un seul service ( finances) de l\u2019\u00c9tat est repr\u00e9sent\u00e9 dans la commune. Nous avons un service de police municipale et de l\u2019\u00e9tat civil. Mais ces services sont assur\u00e9s par des personnes recrut\u00e9es dans le tas. Nous avons un service de voirie qui n\u2019en est pas un. Aucune comp\u00e9tence de l\u2019\u00c9tat. Ailleurs, l\u2019\u00c9tat affecte ses agents au niveau des communes. L\u2019homme est au centre de tout d\u00e9veloppement. Pour le moment, la commune s\u2019appuie sur les services d\u00e9concentr\u00e9s de l\u2019\u00c9tat soit \u00e0 travers un contrat, soit \u00e0 travers une correspondance adress\u00e9e au pr\u00e9fet \u00bb, souligne D\u00e9m\u00e9 Baissema.<\/p>\n

Cette situation est un obstacle dans le recouvrement des recettes de la commune. \u00ab Il y a des imp\u00f4ts et des taxes que les communes per\u00e7oivent. Il y a encore beaucoup d\u2019autres ressources que la mairie peut r\u00e9cup\u00e9rer. Actuellement, peut-\u00eatre qu\u2019on ne per\u00e7oit que le 1\/10 des ressources. Faute de ressources humaines qualifi\u00e9es. Depuis que nous sommes install\u00e9s, nous avons eu des subventions de fonctionnement. Nous n\u2019avons pas encore eu une subvention d\u2019investissement de l\u2019\u00c9tat \u00bb, informe le maire.<\/p>\n
