Au pouvoir depuis 30 ans, le chef de l’\u00c9tat tchadien Idriss D\u00e9by Itno a \u00e9t\u00e9 investi sans surprise, samedi 6 f\u00e9vrier, par son parti candidat \u00e0 l’\u00e9lection pr\u00e9sidentielle du 11 avril, pour laquelle il fait figure de grandissime favori pour obtenir un sixi\u00e8me mandat \u00e0 la t\u00eate du pays.<\/p>\n

Idriss D\u00e9by Itno, \u00e2g\u00e9 de 68 ans, dirige le Tchad d’une main de fer, mais il est largement soutenu par la communaut\u00e9 internationale, qui voit en lui un alli\u00e9 essentiel dans la lutte contre les jihadistes et un \u00e9l\u00e9ment stabilisateur dans la r\u00e9gion, alors que son pays est entour\u00e9 d’\u00c9tats aussi faillis que la Libye, la Centrafrique ou le Soudan.<\/p>\n

L’arm\u00e9e tchadienne fournit aux Casques bleus de l’ONU au Mali l’un de leurs principaux contingents et passe pour la plus aguerrie des participants \u00e0 la force conjointe du G5 Sahel (Mauritanie, Mali, Burkina Faso, Niger et Tchad).<\/p>\n

\u00ab\u00a0Si l’\u00e9motion d’\u00eatre investi candidat \u00e0 une \u00e9lection pr\u00e9sidentielle est toujours forte, celle que je ressens aujourd’hui a une port\u00e9e plus grandiose\u00a0\u00bb, a d\u00e9clar\u00e9 Idriss D\u00e9by Itno, devant les militants de son parti, le Mouvement patriotique du salut (MPS).<\/p>\n

\u00ab\u00a0Permettez-moi, mes fr\u00e8res et s\u0153urs, de vous dire que c’est apr\u00e8s une m\u00fbre et profonde introspection, que j’ai d\u00e9cid\u00e9 de r\u00e9pondre favorablement \u00e0 cet appel, cet appel du peuple\u00a0\u00bb, a-t-il poursuivi, apr\u00e8s \u00e9t\u00e9 d\u00e9sign\u00e9 candidat par acclamation par les membres de son parti.<\/p>\n

Des manifestations de l’opposition<\/b><\/p>\n

L’opposition a appel\u00e9 samedi \u00e0 des manifestations pour r\u00e9clamer plus de justice sociale et l’alternance politique, qui ont \u00e9t\u00e9 interdites par les autorit\u00e9s, au motif qu’elles risquent \u00ab\u00a0d’engendrer des troubles \u00e0 l’ordre public\u00a0\u00bb.<\/p>\n

Arriv\u00e9 au pouvoir par les armes en 1990 en renversant Hiss\u00e8ne Habr\u00e9, avec le soutien de la France, Idriss D\u00e9by est \u00e9lu pr\u00e9sident \u00e0 la suite de la premi\u00e8re \u00e9lection pluraliste en 1996 en recueillant 69 % des voix au second tour. R\u00e9\u00e9lu depuis toujours au premier tour, le pr\u00e9sident tchadien est accus\u00e9 de fraudes \u00e9lectorales par l’opposition.<\/p>\n

Durant son discours d’investiture, il a d\u00e9clar\u00e9 vouloir \u00ab\u00a0endiguer le terrorisme et l’ins\u00e9curit\u00e9 en vue de permettre \u00e0 notre pays de poursuivre sa marche sur la voie de l’\u00e9mergence\u00a0\u00bb.<\/p>\n

Face \u00e0 lui, douze responsables de partis politiques de l’opposition ont scell\u00e9 mardi \u00ab\u00a0une alliance \u00e9lectorale\u00a0\u00bb pour pr\u00e9senter un candidat unique \u00e0 l’\u00e9lection pr\u00e9sidentielle.<\/p>\n

\u00ab\u00a0Il ne s’agit ni d’une fusion, ni d’un regroupement de partis, ni d’une coalition de partis, mais d’une alliance \u00e9lectorale d\u00e9nomm\u00e9e Alliance Victoire. En adh\u00e9rant \u00e0 ce manifeste, chaque parti signataire renonce \u00e0 pr\u00e9senter \u00e0 titre individuel un candidat \u00e0 la pr\u00e9sidentielle\u00a0\u00bb, ont d\u00e9clar\u00e9 les douze signataires, parmi lesquels Saleh Kebzabo et Mahamat Ahmat Alabo, deux t\u00e9nors de l’opposition. Saleh Kebzabo \u00e9tait arriv\u00e9 en deuxi\u00e8me position de l’\u00e9lection pr\u00e9sidentielle en 2016, recueillant 12,8 % des voix.<\/p>\n

Ce manifeste ne donne de d\u00e9tails ni sur la date, ni sur le nom du candidat qui sera choisi pour repr\u00e9senter l’opposition. Les candidatures pour l’\u00e9lection pr\u00e9sidentielle doivent \u00eatre d\u00e9pos\u00e9es entre le 13 et 26 f\u00e9vrier.<\/p>\n

Certains partis n’ont, pour l’heure, pas rejoint l’alliance, notamment le mouvement de Laokein Kourayo Medar, arriv\u00e9 en troisi\u00e8me position en 2016, tout comme Les Transformateurs de l’opposant Succ\u00e8s Masra.<\/p>\n

Romadoumngar Nialb\u00e9 F\u00e9lix, pr\u00e9sident de l’Union pour le renouveau et la d\u00e9mocratie (URD), principale force d’opposition \u00e0 l’Assembl\u00e9e nationale avec huit d\u00e9put\u00e9s, a quant \u00e0 lui \u00e9t\u00e9 investi par son parti candidat \u00e0 la pr\u00e9sidentielle.<\/p>\n

La proclamation des r\u00e9sultats d\u00e9finitifs par la Cour constitutionnelle est pr\u00e9vue le 15 mai. Un second tour \u00e9ventuel est fix\u00e9 au 23 mai. L’\u00e9lection pr\u00e9sidentielle sera suivie par les l\u00e9gislatives, fix\u00e9es en juillet au 24 octobre 2021, apr\u00e8s avoir \u00e9t\u00e9 maintes fois repouss\u00e9es depuis 2015.<\/p>\n
