Africa-Press – Tchad. <\/strong><\/span>Pr\u00e9sent au sommet de la Communaut\u00e9 \u00e9conomique des \u00c9tats d\u2019Afrique centrale (CEEAC), \u00e0 Kinshasa, le 25 juillet puis, le lendemain, en visite au Congo-Brazzaville pour y rencontrer Denis Sassou Nguesso, Mahamat Idriss D\u00e9by Itno s\u2019active pour rassurer ses interlocuteurs quant \u00e0 la bonne marche de la transition tchadienne, dont il est le pr\u00e9sident. Il a ainsi assur\u00e9 aux diff\u00e9rents chefs d\u2019\u00c9tat avec lesquels il s\u2019est entretenu que le dialogue national se tiendrait bien \u00e0 partir de la fin du mois d\u2019ao\u00fbt \u00e0 N\u2019Djamena.<\/p>\n

Les \u00e9missaires de Doha sous pression<\/b>
\nSelon nos sources, la date du 20 ao\u00fbt est d\u2019ailleurs toujours retenue pour l\u2019organisation d\u2019une c\u00e9r\u00e9monie d\u2019ouverture officielle de ces concertations nationales. Mahamat Idriss D\u00e9by Itno a donc mis la pression sur ses \u00e9missaires au pr\u00e9-dialogue de Doha, le ministre des Affaires \u00e9trang\u00e8res Mahamat Zene Ch\u00e9rif et le patron de l\u2019Agence nationale de s\u00e9curit\u00e9 Ahmed Kogri, afin qu\u2019ils obtiennent des groupes politico-militaires pr\u00e9sents au Qatar la signature d\u2019un accord avec le gouvernement.<\/p>\n

Un document a \u00e9t\u00e9 transmis aux rebelles, par l\u2019interm\u00e9diaire du m\u00e9diateur qatari, et une grande majorit\u00e9 de ceux-ci auraient accept\u00e9 de le parapher, dont Timan Erdimi, le neveu de l\u2019ancien pr\u00e9sident Idriss D\u00e9by Itno. En revanche, les repr\u00e9sentants du Front pour l\u2019alternance et la concorde au Tchad (FACT) refusent toujours de valider l\u2019accord, exigeant au pr\u00e9alable la lib\u00e9ration de tous leurs combattants emprisonn\u00e9s au Tchad.<\/p>\n

Abdelkerim Idriss D\u00e9by en retrait
\nToujours selon nos sources, Mahamat Idriss D\u00e9by Itno a l\u2019ambition d\u2019obtenir d\u00e8s la semaine du 1er ao\u00fbt la signature d\u2019un accord de paix par le maximum de groupes possible, quitte \u00e0 se passer du FACT, qu\u2019il tente de marginaliser. Les signataires seraient ensuite autoris\u00e9s \u00e0 rentrer au Tchad afin de participer, aux c\u00f4t\u00e9s de la soci\u00e9t\u00e9 civile et de l\u2019opposition politique classique, \u00e0 l\u2019ouverture du dialogue national le 20 ao\u00fbt, soit moins de trois semaines plus tard.<\/p>\n

Sous la pression de partenaires internationaux sourcilleux au sujet du respect de l\u2019esprit et du calendrier de la transition, le chef de l\u2019\u00c9tat tchadien a \u00e9galement proc\u00e9d\u00e9 \u00e0 un changement de taille au sein de son cabinet. Alert\u00e9 de la mauvaise image que pouvait engendrer le fait d\u2019avoir nomm\u00e9 en avril dernier son fr\u00e8re, Abdelkerim Idriss D\u00e9by, au poste de directeur de cabinet, il l\u2019a remplac\u00e9 le 9 juillet par l\u2019ancien ministre Mahamat Hamid Koua.<\/p>\n

Cet \u00e9conomiste de formation est un cadre bien connu de l\u2019\u00c9tat tchadien et a occup\u00e9 les portefeuilles du P\u00e9trole, de l\u2019\u00c9nergie, du Commerce, de l\u2019Industrie ou encore des Infrastructures. Abdelkerim Idriss D\u00e9by, qui s\u2019est d\u00e9j\u00e0 occup\u00e9 du secteur des investissements \u00e9trangers sous son p\u00e8re Idriss D\u00e9by Itno, a quant \u00e0 lui \u00e9t\u00e9 nomm\u00e9 pr\u00e9sident du Conseil d\u2019administration de l\u2019Agence nationale des investissements et des exportations.<\/p>\n
