Africa-Press – Tchad. <\/strong><\/span>Les acteurs de reforme du budget des diff\u00e9rents minist\u00e8res b\u00e9n\u00e9ficieront du 1er au 19 ao\u00fbt d\u2019une formation sur l\u2019\u00e9laboration des rapports annuels de performance.<\/p>\n

Ce plan de formation s\u2019inscrit dans le processus de reforme des finances publiques et en particulier du budget programme.<\/p>\n

La cl\u00e9 de voute de cette r\u00e9forme majeure est l\u2019adoption, le 18 f\u00e9vrier 2014, de la Loi Organique N\u00b0004\/PR\/2014 relative aux Lois de Finances (LOLF). L\u2019adoption de cette loi intervient dans le cadre de la transposition des six (06) directives du nouveau cadre harmonis\u00e9 de la gestion des finances publiques de la zone CEMAC.<\/p>\n

\u00ab Depuis lors, d\u2019autres progr\u00e8s majeurs ont \u00e9t\u00e9 accomplis. Il s\u2019agit entre autres du d\u00e9veloppement des outils de programmation budg\u00e9taire pluriannuelle. Il en est ainsi du Cadre Budg\u00e9taire \u00e0 Moyen Terme (CBMT), du Cadre de D\u00e9penses \u00e0 Moyen Terme (CDMT) et des Projets Annuels de Performance (PAP) \u00bb informe l\u2019inspecteur g\u00e9n\u00e9ral du minist\u00e8re des finances, Loukhman Moustapha.<\/p>\n

Notons que cette formation est appuy\u00e9e par l\u2019Union Europ\u00e9enne \u00e0 travers le projet d\u2019Appui \u00e0 la Consolidation de l\u2019Etat Tchadien (phase 2).<\/a>
