Africa-Press – Tchad. <\/strong><\/span>Les d\u00e9l\u00e9gu\u00e9s du Dialogue national inclusif et souverain (DNIS) ont adopt\u00e9 \u00e0 l\u2019unanimit\u00e9 de leur pl\u00e9ni\u00e8re, samedi 1er octobre, plusieurs mesures r\u00e9gissant le futur de la transition tchadienne et l\u2019organisation des \u00e9lections qui doivent en \u00eatre le point final. Ils ont ainsi valid\u00e9 la possibilit\u00e9 de prolonger de vingt-quatre mois la p\u00e9riode transitoire, cens\u00e9e pour le moment s\u2019achever ce mois-ci.<\/p>\n

Surtout, les d\u00e9l\u00e9gu\u00e9s, dont ne font pas partie plusieurs des principaux repr\u00e9sentants de l\u2019opposition et nombre de leaders de la soci\u00e9t\u00e9 civile, ont approuv\u00e9 le fait que les personnalit\u00e9s actuellement \u00e0 la t\u00eate de la transition puissent briguer la magistrature supr\u00eame \u00e0 l\u2019issue de cette p\u00e9riode. En d\u2019autres termes, le DNIS a donn\u00e9 l\u2019autorisation \u00e0 Mahamat Idriss D\u00e9by Itno et \u00e0 son Premier ministre, Albert Pahimi Padack\u00e9, de concourir \u00e0 la future pr\u00e9sidentielle.<\/p>\n

\u00ab Pr\u00e9occupation \u00bb des partenaires internationaux<\/b>
\nCes deux dispositions figureront n\u00e9cessairement dans le rapport final du dialogue, dont la c\u00e9r\u00e9monie de cl\u00f4ture est pr\u00e9vue dans cinq jours, le 8 octobre. \u00ab Le dialogue national est souverain, ces mesures feront par cons\u00e9quent partie des r\u00e9solutions finales. M\u00eame le pr\u00e9sident de la transition ne pourra revenir l\u00e0-dessus \u00bb, assure un participant. Ni la pr\u00e9sidence ni le gouvernement ne se sont pour l\u2019heure prononc\u00e9s sur ces d\u00e9cisions.<\/p>\n

LE PR\u00c9SIDENT VA DEVOIR CLARIFIER SA POSITION QUANT \u00c0 SON AVENIR<\/b><\/p>\n

Les partenaires internationaux du pays ont en revanche exprim\u00e9 leur inqui\u00e9tude. Dans un communiqu\u00e9 rendu public le 2 octobre, l\u2019Union europ\u00e9enne a fait part de sa \u00ab pr\u00e9occupation \u00bb tandis que l\u2019Union africaine (UA) avait r\u00e9affirm\u00e9, d\u00e8s le 19 septembre, soit avant m\u00eame les propositions du DNIS, qu\u2019elle pr\u00e9conisait \u00ab qu\u2019aucun membre du Conseil militaire de transition [CMT] ne [puisse] \u00eatre candidat aux \u00e9lections \u00e0 la fin de la transition \u00bb.<\/p>\n

Quelles garanties ?<\/b>
\n\u00ab Le DNIS n\u2019a pas suivi les recommandations et a donn\u00e9 carte blanche \u00e0 Mahamat Idriss D\u00e9by Itno. Mais est-ce que ce dernier va l\u2019utiliser ? \u00bb s\u2019interroge un diplomate \u00e0 N\u2019Djamena. \u00ab Cela nous donne raison : ce dialogue \u00e9tait une mascarade, assure de son c\u00f4t\u00e9 un cadre de l\u2019opposition, qui a boycott\u00e9 le DNIS. Maintenant, c\u2019est \u00e0 la communaut\u00e9 internationale de prendre ses responsabilit\u00e9s et de ne pas soutenir cela. \u00bb<\/p>\n

Le Tchad va-t-il ainsi au devant de sanctions, notamment de la part de l\u2019UA ? \u00ab M\u00eame s\u2019il reprend \u00e0 son compte une prolongation de la transition, qui semble in\u00e9vitable, le pr\u00e9sident va devoir clarifier sa position quant \u00e0 son avenir, pour rassurer ses partenaires et \u00e9viter des sanctions \u00bb, glisse un proche du CMT. \u00ab Une prolongation limit\u00e9e de la transition peut para\u00eetre acceptable, mais uniquement si elle s\u2019accompagne de garanties sur la volont\u00e9 de rendre le pouvoir aux civils, conclut notre source diplomatique. Mahamat Idriss D\u00e9by Itno va surtout devoir convaincre qu\u2019il n\u2019a pas pris go\u00fbt au pouvoir. \u00bb<\/p>\n
