Africa-Press – Tchad. <\/strong><\/span>Le bureau des douanes de l’ae\u0301roport de N’Djamena a enregistre\u0301 un volume important d’exportation d’or et autres me\u0301taux pre\u0301cieux en 2022, a indique\u0301 le ministre des Finances, du Budget et des Comptes publics, Tahir Hamid Nguilin.<\/p>\n

Il a fait cette de\u0301claration fin de\u0301cembre 2022, au cours d’une se\u0301ance ple\u0301nie\u0300re au Palais de la de\u0301mocratie devant les conseillers nationaux, au cours de l’adoption du projet de loi des finances portant budget ge\u0301ne\u0301ral de l’E\u0301tat pour 2023.<\/p>\n

Le ministre n’a toutefois pas donne\u0301 de chiffres sur le volume d’exportation. Cette hausse des exportations a entraine\u0301 une hausse des recettes douanie\u0300res, par la perception d’un droit de sortie au taux de 0,5% et d’une redevance statistique de 2% de la valeur d’exportation qui est ramene\u0301e a\u0300 18 750 FCFA\/le gramme.<\/p>\n

Ces taux ont e\u0301te\u0301 fixe\u0301s par arre\u0302te\u0301 du 10 fe\u0301vrier 2022. Selon le ministre, \u00ab un travail conside\u0301rable est en train d’e\u0302tre fait pour le contro\u0302le a\u0300 l\u2019exportation de l’or et autres me\u0301taux pre\u0301cieux, afin de limiter leur sortie frauduleuse \u00bb. Tahir Hamid Nguilin rele\u0300ve que le secteur des mines \u00ab sera ve\u0301ritablement porteur de croissance e\u0301conomique de par son potentiel de contribution a\u0300 la richesse nationale \u00bb.<\/p>\n

Pour accroi\u0302tre la mobilisation des ressources issues de ce secteur, le ministe\u0300re annonce qu’il mettra l’accent sur le renforcement des capacite\u0301s, notamment la formation des cadres des douanes et des impo\u0302ts en gemmologie et en contro\u0302le des me\u0301taux pre\u0301cieux. Un cadre le\u0301gal de\u0301finit le pre\u0301le\u0300vement des recettes aurife\u0300res dans la loi des finances 2022.<\/p>\n

En outre, le gouvernement pre\u0301voit de soumettre cette anne\u0301e un cadre le\u0301gislatif sur la gestion des redevances aurife\u0300res affecte\u0301es aux provinces productrices de l’or au Tchad pour \u00ab un impact positif visible au sein des communaute\u0301s des provinces productrices \u00bb. Toutefois, les Tchadiens sont dubitatifs sur cette question de gestion des redevances, e\u0301voquant le tre\u0300s mauvais souvenir dans la gestion des redevances lie\u0301es aux ressources pe\u0301trolie\u0300res.<\/p>\n

En juin 2022, le pre\u0301sident de Transition, Mahamat Idriss Deby, a re\u0301ve\u0301le\u0301 que l’exploitation et la vente clandestine d’or ge\u0301ne\u0300re 57 milliards de Francs CFA par semaine. Une utilisation a\u0300 bon escient de ces ressources peut impulser un re\u0301el de\u0301veloppement du Tchad. Toutefois, l’E\u0301tat e\u0301prouve des difficulte\u0301s a\u0300 encadrer ce secteur et a\u0300 asseoir l’autorite\u0301 de l’E\u0301tat dans certaines contre\u0301es du pays.<\/p>\n

En de\u0301cembre 2020, l’ancien ministre du Pe\u0301trole et des Mines, Oumar Torbo Djarma, a assure\u0301 que le Tchad dispose d’importances richesses sur l’ensemble du territoire national. Il a toutefois appele\u0301 a\u0300 l’unite\u0301 pour que les Tchadiens se concentrent ve\u0301ritablement sur le de\u0301veloppement du pays.<\/p>\n

\u00ab Pour un peu parler d’une manie\u0300re ge\u0301ne\u0301rale du Tchad et surtout en regardant nos cartes, je me dis que nous sommes sur une aubaine. Le Tchad, l’ensemble du territoire tchadien est constitue\u0301, surtout en 2\/3, des bassins se\u0301dimentaires, c’est-a\u0300-dire que la pre\u0301sence des hydrocarbures est affirme\u0301e. Le 1\/3 qui reste est constitue\u0301 de socles pre\u0301cambriens qui regorgent toutes les autres richesses du monde : le fer, l’uranium, le mangane\u0300se, l’or et pourquoi pas le diamant \u00bb, a releve\u0301 Oumar Torbo Djarma.<\/p>\n
