Africa-Press<\/a> – Tchad<\/a>. <\/strong><\/span>En mar\u00e9chal-pr\u00e9sident autoritaire ou en politicien madr\u00e9, Idriss D\u00e9by Itno a \u00e9cart\u00e9 un \u00e0 un ses plus farouches rivaux de la pr\u00e9sidentielle et se pr\u00e9pare \u00e0 une victoire sans coup f\u00e9rir le 11 avril, pour un 6e mandat apr\u00e8s 30 ann\u00e9es \u00e0 la t\u00eate du Tchad.<\/p>\n

En maniant le b\u00e2ton – interdiction et violente r\u00e9pression de \u00ab\u00a0marches pacifiques pour l’alternance\u00a0\u00bb, arrestations, invalidation de candidatures -, il a banni de la course ou intimid\u00e9 ses plus s\u00e9rieux opposants.<\/p>\n

En tendant la carotte, il a fait une courte \u00e9chelle peu discr\u00e8te \u00e0 des candidats de l’opposition \u00ab\u00a0ti\u00e8de\u00a0\u00bb ou \u00ab\u00a0contr\u00f4l\u00e9e\u00a0\u00bb selon les politologues… Le r\u00e9gime a ouvert une voie royale \u00e0 son chef vers un \u00ab\u00a0K.O. au premier tour\u00a0\u00bb, comme le scandent ses partisans.<\/p>\n

R\u00e9sultat: le 11 avril, seulement six candidats, sur les 16 qui avaient d\u00e9pos\u00e9 leurs candidatures, seront en lice contre M. D\u00e9by. Les politologues et une partie de l’opposition les qualifient de \u00ab\u00a0faire-valoir\u00a0\u00bb, manipul\u00e9s ou bern\u00e9s par un chef de l’Etat rompu, \u00e0 68 ans, aux ficelles de la politique et des fragiles \u00e9quilibres entre ethnies et clans de son pays.<\/p>\n

La Cour supr\u00eame a invalid\u00e9 sept candidatures. Puis trois autres pr\u00e9tendants, dont le rival \u00ab\u00a0historique\u00a0\u00bb Saleh Kebzabo, ont annonc\u00e9 leur retrait pour protester contre les violences visant l’opposition, notamment apr\u00e8s un raid meurtrier men\u00e9 par la police et l’arm\u00e9e le 28 f\u00e9vrier au domicile d’un autre s\u00e9rieux candidat, Yaya Dillo Djerou, aujourd’hui en fuite.<\/p>\n

– Violemment dispers\u00e9s –<\/p>\n

Mais la Cour a maintenu leurs noms sur les bulletins de vote, annon\u00e7ant 10 candidats. Mani\u00e8re, d\u00e9noncent les int\u00e9ress\u00e9s qui ont demand\u00e9 \u00e0 en \u00eatre ray\u00e9s, d’afficher un pluralisme factice pour le scrutin.<\/p>\n

Depuis plusieurs mois, des partis et organisations de la soci\u00e9t\u00e9 civile appellent chaque samedi \u00e0 marcher \u00ab\u00a0pacifiquement\u00a0\u00bb pour une \u00ab\u00a0alternance au pouvoir\u00a0\u00bb. Des marches interdites et violemment dispers\u00e9es au moindre rassemblement, les policiers cernant si\u00e8ges des partis et domiciles de leurs leaders.<\/p>\n

Amnesty international d\u00e9nonce des \u00ab\u00a0restrictions disproportionn\u00e9es du droit \u00e0 la libert\u00e9 de r\u00e9union pacifique\u00a0\u00bb et des \u00ab\u00a0arrestations arbitraires\u00a0\u00bb. Le secr\u00e9taire g\u00e9n\u00e9ral de l’ONU, Antonio Guterres, a \u00ab\u00a0d\u00e9plor\u00e9 le recours \u00e0 la force\u00a0\u00bb dans le processus \u00e9lectoral.<\/p>\n

Mi-mars, le gouvernement a largement m\u00e9diatis\u00e9 la remise de 120 v\u00e9hicules flambant neufs \u00e0 sa police anti-\u00e9meutes, afin \u00ab\u00a0d’assurer la paix \u00e0 l’approche de la pr\u00e9sidentielle\u00a0\u00bb.<\/p>\n

M. D\u00e9by a \u00e9galement \u00ab\u00a0pi\u00e9g\u00e9\u00a0\u00bb, selon opposants et experts, un autre de ses plus farouches critiques, Succ\u00e8s Masra, 38 ans, \u00e9toile montante de l’opposition \u00e0 la t\u00eate de son jeune parti Les Transformateurs.<\/p>\n

Le samedi 6 f\u00e9vrier encore, pourchass\u00e9 par la police lors d’une \u00ab\u00a0marche pour l’alternance\u00a0\u00bb, et r\u00e9fugi\u00e9 sur le parvis de l’ambassade des Etats-Unis, il d\u00e9non\u00e7ait un chef de l’Etat ayant \u00ab\u00a0confisqu\u00e9 le pouvoir et la d\u00e9mocratie\u00a0\u00bb.<\/p>\n

Un mois plus tard, le 16 mars, devant des Tchadiens m\u00e9dus\u00e9s et exprimant d\u00e9ception ou quolibets sur les r\u00e9seaux sociaux, M. D\u00e9by affichait sur sa page Facebook des photos de sa rencontre avec son \u00ab\u00a0jeune compatriote Succ\u00e8s Masra\u00a0\u00bb tout sourire.<\/p>\n

La r\u00e9\u00e9lection de M. D\u00e9by, ancien rebelle et militaire de carri\u00e8re qui a pris le pouvoir par un coup d’Etat en 1990, et nouvellement \u00e9lev\u00e9 au rang de mar\u00e9chal, ne fait donc aucun doute face \u00e0 six candidats \u00ab\u00a0faire-valoir\u00a0\u00bb, r\u00e9sume Alfred Ramadji, professeur de Sciences politiques \u00e0 l’universit\u00e9 de N’Djamena.<\/p>\n

F\u00e9lix Nialb\u00e9 Romadoumngar, Albert Pahimi Padack\u00e9, Th\u00e9ophile Yombombe Madjitoloum, Baltazar Aladoum Djarma, Brice Mba\u00efmon Guedmbaye et, premi\u00e8re femme candidate \u00e0 la pr\u00e9sidentielle de l’histoire du Tchad, Lydie Beassemda sont, pour la plupart, d’anciens caciques du r\u00e9gime.<\/p>\n

M. D\u00e9by \u00ab\u00a0a su rouler tout le monde dans la farine, il a embarqu\u00e9 ces gens avec lui dans ses \u00e9garements et dans la gestion de la vie politique, c’est lui qui tire leurs ficelles\u00a0\u00bb, assure le politologue Evariste Ngarlem Tolde, de l’universit\u00e9 de N\u2019Djamena.<\/p>\n

\u00ab\u00a0Comme en 2006, l’opposition a abandonn\u00e9 et laiss\u00e9 la place \u00e0 ceux qui ne repr\u00e9sentent rien\u00a0\u00bb, rench\u00e9rit M. Ramadji.<\/p>\n

\u00ab\u00a0Le r\u00e9gime permet des candidatures de circonstance, ce ne sont que des cautions. D\u00e9by pourra dire que ce sont des \u00e9lections comp\u00e9titives\u00a0\u00bb, analyse aussi Roland Marchal, du Centre de Recherches internationales de l’Institut d’Etudes Politiques de Paris.<\/p>\n

\u00ab\u00a0Comme le dit Corneille: \u00e0 vaincre sans p\u00e9ril, on triomphe sans gloire\u00a0\u00bb, pr\u00e9vient cependant Jean Bosco Manga, fondateur du Mouvement citoyen pour la Pr\u00e9servation des Libert\u00e9s au Tchad.<\/p>\n

Car, \u00ab\u00a0la seule chose qui compte aux yeux de D\u00e9by, c’est de l’emporter d\u00e8s le premier tour avec une participation importante, pour qu’on ne lui objecte pas qu’il a \u00e9t\u00e9 mal \u00e9lu\u00a0\u00bb, r\u00e9sume un diplomate sous couvert de l’anonymat.<\/p>\n","protected":false},"excerpt":{"rendered":"
