Africa-Press<\/a> – Tchad<\/a>. <\/strong><\/span>Au Tchad, la pr\u00e9sidentielle est pr\u00e9vu le 11 avril 2021 et le pr\u00e9sident Idriss D\u00e9by, 69 ans dont 31 au pouvoir, briguera son 6\u00e8me mandat face \u00e0 9 autres candidats dont trois se sont d\u00e9sist\u00e9s en guise de protestation. Voici l’\u00e9tat des lieux.<\/b><\/p>\n

A moins de deux semaines du scrutin, la tension monte d’un cran. 17 candidatures ont \u00e9t\u00e9 d\u00e9pos\u00e9es mais seules 10 ont \u00e9t\u00e9 retenus par la Cour constitutionnelle. Et dans ce lot, trois opposants se sont d\u00e9sist\u00e9s.<\/p>\n

Ceux qui boycottent le scrutin<\/b><\/p>\n

Plusieurs partis politiques et organisations de la soci\u00e9t\u00e9 civile sont en faveur du boycott. Ainsi, Saleh Kebzabo, l’avocat Theophile Bongoro et Ngarledji Yorongar, trois figures majeures de l’opposition tchadienne, font campagne pour le boycott. D’autres opposants comme Succ\u00e8s Masra, leader des \u00ab transformateurs \u00bb dont la candidature n’est pas retenu, est aussi engag\u00e9 \u00e0 leurs c\u00f4t\u00e9s.<\/p>\n

Les partisans du boycott d\u00e9noncent ainsi l’absence de transparence du processus et soutiennent que \u00ab les conditions ne sont pas r\u00e9unies pour assurer un scrutin cr\u00e9dible et transparent \u00bb.<\/p>\n

En effet, l’opposant historique Saleh Kebzabo \u00abpr\u00e9f\u00e8re se retirer du processus. Il d\u00e9nonce ainsi \u00ab une mascarade \u00bb et \u00ab militarisation \u00e9vidente du climat politique \u00bb.<\/p>\n

\u00ab Nous avons lanc\u00e9 des campagnes de sensibilisation dans tout le pays pour dire aux populations que c’est une \u00e9lection sans enjeu, la m\u00eame mascarade qui est en train d’\u00eatre pr\u00e9par\u00e9. Il refuse d’organiser un dialogue pour g\u00e9rer ces questions-l\u00e0, nous on lance un boycott \u00bb, d\u00e9clare-t-il \u00e0 la BBC.<\/p>\n

Ceux qui participent<\/b><\/p>\n

Cependant, quelques opposants tiennent \u00e0 aller \u00e0 cette pr\u00e9sidentielle contre le pr\u00e9sident Idriss Deby Itno. Six opposants lui feront face le 11 avril prochain.<\/p>\n

Il s’agit de Romadoungar Nialb\u00e9 F\u00e9lix, Brice Guedembaye Baimon, l’ancien Premier ministre Pahimi Padacket Albert, la premi\u00e8re femme candidate \u00e0 une \u00e9lection pr\u00e9sidentielle au Tchad, l’ancienne ministre Lydie Beassemda, Yombomb\u00e9 Th\u00e9ophile et Alladoum Baltazar.<\/p>\n

Pour Brice Guedembaye Ba\u00efmon, le boycott de la pr\u00e9sidentielle n’est en rien une solution \u00e0 la situation politique qui pr\u00e9vaut au Tchad.<\/p>\n

\u00ab\u00a0Quel que soit le degr\u00e9 de violation des textes qui existent d\u00e9j\u00e0 nous sommes embarqu\u00e9s. Je crois que c’est en insistant qu’on peut parvenir \u00e0 cerner le r\u00e9gime actuel\u00a0\u00bb, propose-t-il.<\/p>\n

L’opposant \u00e0 la t\u00eate d’un regroupement de partis d’opposition souligne que \u00ab\u00a0la politique a horreur du vide\u00a0\u00bb.<\/p>\n

Du c\u00f4t\u00e9 du pouvoir, la campagne de boycott du scrutin, lanc\u00e9e par l’opposition est vue comme \u00ab un non-\u00e9v\u00e9nement \u00bb.<\/p>\n

Me Jean Bernard Padar\u00e9, secr\u00e9taire g\u00e9n\u00e9ral adjoint et porte-parole du parti au pouvoir, juge la mesure de boycott comme une fuite en avant.<\/p>\n

\u00ab L’opinion publique n’est pas dupe parce qu’elle sait que ces gens n’ont rien \u00e0 proposer. C’est pourquoi, ils veulent exister m\u00e9diatiquement \u00bb, d\u00e9plore l’alli\u00e9 du pr\u00e9sident tchadien.<\/p>\n

Que dit la constitution tchadienne sur le boycott ?<\/b><\/p>\n

Il y a un vide juridique concernant le boycott d’une \u00e9lection par un candidat dont le dossier est d\u00e9j\u00e0 valid\u00e9 par la Cour constitutionnelle.<\/p>\n

La constitution pr\u00e9voit rien dans ce cadre de figure. N\u00e9anmoins, comme c’est la Cour supr\u00eame qui a valid\u00e9 la liste des candidats, c’est \u00e0 elle de se r\u00e9unir encore pour d\u00e9cider.<\/p>\n

Le probl\u00e8me qu’il y a, c’est que les boycotteurs ont d\u00e9pos\u00e9 leur correspondance de retrait, le jour m\u00eame que la Cour supr\u00eame statuait. En ce moment les noms des boycotteurs figurent toujours sur la liste.<\/p>\n","protected":false},"excerpt":{"rendered":"
