Africa-Press<\/a> – Tchad<\/a>. <\/strong><\/span>Human Rights Watch (HRW) a accus\u00e9, jeudi 8 avril, les forces de s\u00e9curit\u00e9 tchadiennes d\u2019avoir men\u00e9 \u00ab une r\u00e9pression implacable \u00bb contre des opposants \u00e0 l\u2019approche de la pr\u00e9sidentielle du 11 avril que le pr\u00e9sident sortant, Idriss D\u00e9by Itno, candidat \u00e0 un sixi\u00e8me mandat, est assur\u00e9 de remporter.<\/p>\n

Depuis plusieurs mois, des partis et organisations de la soci\u00e9t\u00e9 civile appellent chaque samedi \u00e0 marcher \u00ab pacifiquement \u00bb pour une \u00ab alternance au pouvoir \u00bb. Des marches interdites et violemment dispers\u00e9es au moindre rassemblement, les policiers cernant le si\u00e8ge des partis et le domicile de leurs leaders. Selon des t\u00e9moins interrog\u00e9s par HRW, \u00ab des forces de s\u00e9curit\u00e9 ont pass\u00e9 \u00e0 tabac des manifestants avec des fouets, des b\u00e2tons et des matraques \u00bb. \u00ab Un manifestant a \u00e9galement d\u00e9clar\u00e9 qu\u2019il avait \u00e9t\u00e9 soumis \u00e0 des d\u00e9charges \u00e9lectriques pendant sa d\u00e9tention \u00bb, poursuit l\u2019ONG de d\u00e9fense des droits humains dans son communiqu\u00e9.<\/p>\n

En r\u00e9ponse, dans un communiqu\u00e9 publi\u00e9 jeudi, le directeur de campagne d\u2019Idriss D\u00e9by a fustig\u00e9 un \u00ab v\u00e9ritable r\u00e9quisitoire habill\u00e9 en soi-disant rapport \u00bb, qui cherche \u00e0 \u00ab jeter le discr\u00e9dit sur le scrutin pr\u00e9sidentiel \u00bb. \u00ab Contrairement aux all\u00e9gations de HRW, toutes les \u00e9quipes de campagne des candidats jouissent de toutes les libert\u00e9s de mouvement, de rassemblement et d\u2019expression \u00bb, poursuit le communiqu\u00e9.<\/p>\n

Lors de manifestations organis\u00e9es par l\u2019opposition, les forces de s\u00e9curit\u00e9 ont eu recours, selon HRW, \u00e0 des gaz lacrymog\u00e8nes et ont \u00ab proc\u00e9d\u00e9 \u00e0 l\u2019arrestation arbitraire d\u2019au moins 112 membres et sympathisants de partis d\u2019opposition et d\u2019activistes de la soci\u00e9t\u00e9 civile, dont certains ont \u00e9t\u00e9 rou\u00e9s de coups \u00bb. HRW d\u00e9nonce un \u00ab usage excessif de la force contre des manifestants \u00bb, des \u00ab traitements inhumains et d\u00e9gradants \u00bb et des actes de \u00ab torture \u00bb.<\/p>\n

La m\u00e8re d\u2019un candidat tu\u00e9e par les forces de l\u2019ordre<\/b><\/p>\n

Interrog\u00e9 par HRW, le ministre tchadien de la justice, Djimet Arabi, a de son c\u00f4t\u00e9 estim\u00e9 que les forces de l\u2019ordre avaient agi avec \u00ab professionnalisme \u00bb et que les manifestations, interdites par les autorit\u00e9s, \u00ab engendraient parfois de la violence [\u2026] avec des manifestants br\u00fblant des pneus sur diverses routes \u00bb.<\/p>\n

Le 28 f\u00e9vrier, la police et l\u2019arm\u00e9e ont men\u00e9 un raid meurtrier au domicile d\u2019un candidat \u00e0 la pr\u00e9sidentielle, Yaya Dillo, durant lequel les forces de l\u2019ordre ont tu\u00e9 sa m\u00e8re, \u00e2g\u00e9e de 80 ans, et bless\u00e9 cinq autres membres de sa famille. Les autorit\u00e9s ont d\u00e9clar\u00e9 que M. Dillo avait \u00ab oppos\u00e9 une r\u00e9sistance arm\u00e9e \u00bb. Des t\u00e9moins, interrog\u00e9s par HRW, \u00ab rejettent toutefois cette version des faits et maintiennent qu\u2019il n\u2019y a pas eu de r\u00e9ponse arm\u00e9e \u00bb. M. Dillo est aujourd\u2019hui en fuite. HRW appelle les autorit\u00e9s tchadiennes \u00e0 \u00ab enqu\u00eater d\u2019urgence \u00bb sur ces violences.<\/p>\n
