Avec la mort subite et violente du pr\u00e9sident tchadien Idriss D\u00e9by Itno, la France a perdu son meilleur alli\u00e9 dans la guerre \u00e0 hauts risques qu\u2019elle m\u00e8ne depuis 2013 contre les groupes djihadistes au Sahel, et au Mali en particulier. Sous son commandement, nulle autre arm\u00e9e de la r\u00e9gion hormis la sienne n\u2019a pu se projeter sur un th\u00e9\u00e2tre d\u2019action ext\u00e9rieure. Derni\u00e8rement, \u00e0 la demande d\u2019Emmanuel Macron, il venait encore de d\u00e9ployer 1 200 soldats dans la zone des \u00ab trois fronti\u00e8res \u00bb (Mali, Burkina Faso, Niger), fief de l\u2019organisation Etat islamique au Grand Sahara.<\/p>\n

Dans un hommage appuy\u00e9, l\u2019Elys\u00e9e a regrett\u00e9 la perte d\u2019un \u00ab ami courageux (\u2026), un grand soldat qui a \u0153uvr\u00e9 sans rel\u00e2che pour la s\u00e9curit\u00e9 du pays et la stabilit\u00e9 de la r\u00e9gion durant trois d\u00e9cennies \u00bb. Paris sait le prix qu\u2019il en co\u00fbte. Combien de fois l\u2019arm\u00e9e fran\u00e7aise, qui l\u2019avait aid\u00e9 \u00e0 prendre le pouvoir en 1990, a-t-elle sauv\u00e9 la mise \u00e0 celui qui s\u2019\u00e9tait fait \u00e9lever au rang de mar\u00e9chal ? Pas plus tard qu\u2019en 2019, date de la derni\u00e8re intervention de l\u2019arm\u00e9e de l\u2019ancienne puissance coloniale, les chasseurs fran\u00e7ais avaient d\u00e9truit pour le compte du chef de l\u2019Etat tchadien une colonne rebelle et mena\u00e7ante descendue de Libye.<\/p>\n

Au nom de cette fraternit\u00e9 des armes, les pr\u00e9sidents fran\u00e7ais, de Fran\u00e7ois Mitterrand \u00e0 Emmanuel Macron, ne se sont jamais montr\u00e9s tr\u00e8s regardants vis-\u00e0-vis de cet alli\u00e9 pourtant encombrant sur le plan d\u00e9mocratique. Son exercice du pouvoir contredisait all\u00e8grement les principes affich\u00e9s avec constance \u00e0 l\u2019Elys\u00e9e, qui promettait des rapports apur\u00e9s avec les anciennes colonies d\u2019Afrique. Paris s\u2019est toujours accommod\u00e9 de ces contradictions, au nom de la s\u00e9curit\u00e9 r\u00e9gionale.<\/p>\n

Si des voix s\u2019\u00e9l\u00e8vent aujourd\u2019hui \u00e0 N\u2019Djamena pour demander le retour \u00e0 l\u2019ordre constitutionnel ou l\u2019organisation d\u2019un dialogue national inclusif, c\u2019est bien parce que, ces derni\u00e8res ann\u00e9es, le r\u00e9gime, soutenu par Paris, s\u2019\u00e9tait referm\u00e9 sur lui-m\u00eame. La derni\u00e8re \u00e9lection pr\u00e9sidentielle, le 11 avril, remport\u00e9e d\u00e8s le premier tour avec 80 % des voix par Idriss D\u00e9by, pour un sixi\u00e8me mandat, n\u2019\u00e9tait qu\u2019une mascarade d\u00e9mocratique de plus. Apr\u00e8s trente ans de pouvoir, le d\u00e9funt autocrate laisse un champ de ruines institutionnel, duquel n\u2019a pu \u00e9merger apr\u00e8s sa mort qu\u2019un comit\u00e9 militaire de transition dirig\u00e9 par l\u2019un de ses fils.<\/p>\n

V\u0153u pieux<\/b><\/p>\n

Certes, Mahamat Idriss D\u00e9by, g\u00e9n\u00e9ral de 37 ans, et ses quatorze acolytes \u00e9toil\u00e9s promettent d\u2019organiser dans dix-huit mois des \u00e9lections \u00ab libres et transparentes \u00bb. Comment les croire, lorsque les premi\u00e8res mesures consistent \u00e0 dissoudre le Parlement et le gouvernement, de suspendre la Constitution et de fermer les fronti\u00e8res ?<\/p>\n

Il n\u2019est pas s\u00fbr que la France se montre insistante pour leur rappeler leurs promesses initiales. Paris redoute surtout le sc\u00e9nario d\u2019un r\u00e8glement de comptes entre des clans, qui provoquerait un engrenage difficilement contr\u00f4lable. Estimant qu\u2019aujourd\u2019hui personne n\u2019a la solidit\u00e9 de l\u2019ancien pr\u00e9sident pour maintenir un \u00e9quilibre entre r\u00e9gions et entre communaut\u00e9s, l\u2019Elys\u00e9e a eu beau jeu d\u2019appeler \u00e0 ce que la transition militaire se d\u00e9roule dans des conditions pacifiques, dans le dialogue et en s\u2019appuyant sur les institutions civiles. N\u2019est-ce pas un v\u0153u pieux ? En 1990, lors de son accession au pouvoir, Idriss D\u00e9by p\u00e8re avait promis des lendemains d\u00e9mocratiques radieux. Ils avaient fait long feu, sans que les pr\u00e9sidents fran\u00e7ais successifs y trouvent \u00e0 redire.
