Africa-Press<\/a> – Tchad<\/a>. <\/strong><\/span>Mardi 20 avril, Idriss D\u00e9by, le pr\u00e9sident tchadien, vieil habitu\u00e9 des conflits de la r\u00e9gion, \u00e9tait l\u2019invit\u00e9 d\u2019un mini-sommet de chefs d\u2019Etat d\u2019Afrique centrale \u00e0 Luanda, en Angola, o\u00f9 il devait aborder avec ses pairs la question d\u2019une nouvelle activit\u00e9 rebelle en Centrafrique, anim\u00e9e par des groupes sur lesquels le Tchad exerce une influence discr\u00e8te. Mais le mar\u00e9chal D\u00e9by a \u00e9t\u00e9 tu\u00e9 juste avant le rendez-vous (sans doute le 18 avril), lors d\u2019un contact avec une autre colonne rebelle, cette fois dans le nord de son propre pays.<\/p>\n

Il n\u2019y a l\u00e0 aucune ironie, mais le signe d\u2019une existence politique plac\u00e9e en grande partie sous le signe de ces groupes arm\u00e9s qui, depuis la Corne de l\u2019Afrique jusqu\u2019au Sahel, en descendant plus au sud vers le centre du continent, ont \u00e9t\u00e9 impliqu\u00e9s dans de nombreux troubles depuis des d\u00e9cennies, et pour lesquels le Tchad semble constituer un carrefour, ou un bassin d\u2019enr\u00f4lement. Au moment de la seconde guerre du Congo, la \u00ab guerre mondiale africaine \u00bb (1998-2005), on avait retrouv\u00e9 des contingents tchadiens, avec leurs pick-up et leurs ch\u00e8ches, jusqu\u2019au plus profond de la grande for\u00eat \u00e9quatoriale, luttant au c\u00f4t\u00e9 de l\u2019ex-pr\u00e9sident congolais Laurent-D\u00e9sir\u00e9 Kabila. S\u2019agissait-il d\u2019une op\u00e9ration de coop\u00e9ration militaire d\u2019Etat \u00e0 Etat (Kabila \u00e9tait alors en proie \u00e0 des r\u00e9bellions soutenues par des pays voisins), ou d\u2019une forme hybride de mercenariat ?<\/p>\n

A Luanda, ces derniers jours, la chaise vide d\u2019Idriss D\u00e9by posait la m\u00eame question, avec une interrogation suppl\u00e9mentaire sur les incertitudes de l\u2019apr\u00e8s-D\u00e9by, preuve de la faiblesse de cette diplomatie du pick-up et de ce qui fut la marque de fabrique du pr\u00e9sident D\u00e9by tu\u00e9 apr\u00e8s trente ans de r\u00e8gne : les guerriers tchadiens, \u00e0 la fois durs au mal, courageux lors des engagements, combatifs, et dont la r\u00e9putation avait d\u00e9pass\u00e9, depuis longtemps, les fronti\u00e8res de leur pays.<\/p>\n

Soldats cruciaux<\/b><\/p>\n

Leurs vertus n\u2019\u00e9taient pas autant r\u00e9v\u00e9r\u00e9es au Tchad qu\u2019elles l\u2019\u00e9taient \u00e0 l\u2019ext\u00e9rieur, notamment \u00e0 Paris, ou dans d\u2019autres capitales de la bande sah\u00e9lienne. Un temps, elles avaient permis \u00e0 Idriss D\u00e9by de s\u2019acheter une r\u00e9habilitation diplomatique inesp\u00e9r\u00e9e. En janvier 2013, l\u2019autocrate en treillis \u00e9tait tenu \u00e0 bonne distance par Fran\u00e7ois Hollande, qui promettait de renouveler la politique africaine de la France. Seulement, lorsque Paris d\u00e9clenche l\u2019op\u00e9ration \u00ab Serval \u00bb pour chasser du nord du Mali les groupes djihadistes, il faut de l\u2019aide. Elle viendra du Tchad. Idriss D\u00e9by lance son arm\u00e9e dans cette bataille avec plusieurs milliers d\u2019hommes.<\/p>\n
