Succe\u0300s Masra<\/b> y est accuse\u0301 de \u00ab tentatives d\u2019atteinte a\u0300 l\u2019ordre constitutionnel, atteinte a\u0300 l\u2019autorite\u0301 de l\u2019E\u0301tat, incitation a\u0300 la haine et a\u0300 un soule\u0300vement insurrectionnel, atteinte a\u0300 l\u2019inte\u0301grite\u0301 du territoire national, atteinte contre les institutions de l\u2019E\u0301tat \u00bb (sic).<\/p>\n
Signe\u0301 le 8 juin dernier par le procureur ge\u0301ne\u0301ral de la Re\u0301publique, Mahamat Elhadj Abba Nana<\/b>, ce mandat d\u2019arre\u0302t international transmis a\u0300 l\u2019agence Interpol re\u0301clame l\u2019arrestation et l\u2019extradition de l\u2019opposant tchadien, lequel est \u00ab susceptible de se rendre aux E\u0301tats-Unis, en Co\u0302te d\u2019Ivoire et en France, a\u0300 des fins de poursuites judiciaires \u00bb.<\/p>\n
\u00ab Aux armes citoyens \u00bb<\/b><\/p>\n
Succe\u0300s Masra, pre\u0301cise le document, \u00ab a demande\u0301 aux fre\u0300res du Sud de s\u2019armer contre l\u2019E\u0301tat tchadien en employant plusieurs fois les termes \u201cAux armes citoyens\u201d dans des messages sur les re\u0301seaux sociaux. \u00bb Ceux-ci \u00ab vont a\u0300 l\u2019encontre de la cohe\u0301sion sociale tout en violant les dispositions le\u0301gales [et] ne pourraient rester impunis \u00bb, ajoute le procureur ge\u0301ne\u0301ral.<\/p>\n
Ce mandat d\u2019arre\u0302t international fait suite a\u0300 une reque\u0302te du procureur du tribunal de grande instance de N\u2019Djamena, Oumar Mahamat Kedelaye. Celui-ci avait engage\u0301 des poursuites contre Succe\u0300s Masra, avant de solliciter le procureur ge\u0301ne\u0301ral de la Re\u0301publique afin qu\u2019il saisisse Interpol et re\u0301clame l\u2019arrestation de l\u2019opposant a\u0300 l\u2019e\u0301tranger.<\/p>\n
Si le mandat a bien e\u0301te\u0301 e\u0301mis en juin, il n\u2019a cependant pas e\u0301te\u0301 applique\u0301. Succe\u0300s Masra a en effet se\u0301journe\u0301 a\u0300 la fois aux E\u0301tats-Unis et en France \u2013 il avait d\u2019ailleurs rendu visite a\u0300 la re\u0301daction de Jeune Afrique \u2013, sans e\u0302tre inquie\u0301te\u0301 et sans que ces pays ne fassent proce\u0301der a\u0300 son arrestation par leurs services de police.<\/p>\n
Pourparlers pour un retour<\/b><\/p>\n
Succe\u0300s Masra a re\u0301cemment annonce\u0301 son ambition de revenir prochainement au Tchad, la date du 18 octobre ayant pour le moment e\u0301te\u0301 retenue. En exil depuis les manifestations meurtrie\u0300res du 20 octobre 2022, il espe\u0300re participer aux comme\u0301morations des e\u0301ve\u0301nements et reprendre place dans la transition dirige\u0301e par le pre\u0301sident Mahamat Idriss De\u0301by Itno. Depuis, les conditions de son retour font l\u2019objet de pourparlers entre les autorite\u0301s de N\u2019Djamena et l\u2019opposant.<\/p>\n
Ce dernier a d\u2019ailleurs envoye\u0301, ce 5 octobre, le de\u0301tail de son projet de fin d\u2019exil au ministe\u0300re de la Se\u0301curite\u0301 publique. Il demande a\u0300 ce dernier de prendre les \u00ab mesures se\u0301curitaires \u00bb ne\u0301cessaires pour \u00ab faciliter [son] accueil \u00bb a\u0300 son arrive\u0301e a\u0300 l\u2019ae\u0301roport de N\u2019Djamena, \u00ab le 18 octobre 2023 a\u0300 12h30 \u00bb. \u00ab Si l\u2019objectif est de m\u2019arre\u0302ter, la meilleure manie\u0300re de le faire serait d\u2019attendre que je rentre. L\u2019itine\u0301raire, le vol et le jour de mon arrive\u0301e leur ont e\u0301te\u0301 communique\u0301s \u00bb, explique Succe\u0300s Masra a\u0300 Jeune Afrique.<\/p>\n
A\u0300 N\u2019Djamena, le Premier ministre Saleh Kebzabo est l\u2019un de ses adversaires et n\u2019a jamais fait myste\u0300re de sa volonte\u0301 de voir son cadet faire face a\u0300 la justice. Mahamat Idriss De\u0301by Itno, qui garde la main sur le dossier, pourrait cependant choisir de jouer la carte de la re\u0301conciliation. En 2022, le nom de Succe\u0300s Masra \u2013 qui vise la pre\u0301sidentielle a\u0300 venir en 2024 \u2013 avait e\u0301te\u0301 e\u0301voque\u0301 pour le poste de Premier ministre, avant que celui-ci ne soit occupe\u0301 par Albert Pahimi Padacke\u0301, puis par Saleh Kebzabo.<\/p>\n
