Africa-Press<\/a> – Tchad<\/a>. <\/strong><\/span>Des combats ont oppos\u00e9 militaires et rebelles jeudi 29 avril dans l\u2019ouest du Tchad, le jour de l\u2019arriv\u00e9e \u00e0 N\u2019Djamena d\u2019une mission d\u2019enqu\u00eate de l\u2019Union africaine sur la \u00ab situation politique et s\u00e9curitaire \u00bb. L\u2019arm\u00e9e, qui a assur\u00e9 \u00ab avoir mis hors d\u2019\u00e9tat de nuire \u00bb une colonne de rebelles, a annonc\u00e9 le crash de l\u2019un de ses h\u00e9licopt\u00e8res en raison d\u2019une \u00ab une panne technique \u00bb, selon un communiqu\u00e9 sign\u00e9 jeudi du porte-parole du Conseil militaire de transition (CMT), la junte au pouvoir depuis la mort du pr\u00e9sident Idriss D\u00e9by Itno.<\/p>\n

Les rebelles du Front pour l\u2019alternance et la concorde au Tchad (FACT), qui m\u00e8nent depuis le 11 avril une offensive contre le r\u00e9gime, ont affirm\u00e9 de leur c\u00f4t\u00e9 avoir \u00ab d\u00e9truit \u00bb l\u2019h\u00e9licopt\u00e8re. Les affrontements ont eu lieu dans la zone de Nokou, chef-lieu du d\u00e9partement du Nord-Kanem, \u00e0 plus de 300 kilom\u00e8tres au nord de la capitale N\u2019Djamena.<\/p>\n

C\u2019est dans cette r\u00e9gion d\u00e9sertique de l\u2019ouest du Tchad, le long de la fronti\u00e8re avec le Niger et \u00e0 mi-chemin entre le lac Tchad et le Tibesti, qu\u2019a \u00e9t\u00e9 tu\u00e9 le pr\u00e9sident D\u00e9by alors qu\u2019il \u00e9tait au front.<\/p>\n

Le FACT a promis de \u00ab marcher \u00bb sur la capitale, o\u00f9 se trouvent d\u00e9sormais des enqu\u00eateurs de la Commission de l\u2019Union africaine (UA). Leur mission, pr\u00e9vue pour durer sept jours, doit \u00ab examiner les strat\u00e9gies visant \u00e0 faciliter un retour rapide \u00e0 l\u2019ordre constitutionnel et \u00e0 la gouvernance d\u00e9mocratique \u00bb, selon un communiqu\u00e9 de l\u2019UA. Ils remettront ensuite leurs conclusions au Conseil de paix et de s\u00e9curit\u00e9 de l\u2019organisation panafricaine, \u00ab pour examen et d\u00e9cision \u00bb.<\/p>\n

\u00ab Ni m\u00e9diation, ni n\u00e9gociation \u00bb<\/b><\/p>\n

Depuis la mort d\u2019Idriss D\u00e9by, une junte militaire a pris le pouvoir au Tchad. Elle est dirig\u00e9e par Mahamat Idriss D\u00e9by, fils du d\u00e9funt pr\u00e9sident. Le nouvel homme fort du pays, qui concentre presque tous les pouvoirs, est entour\u00e9 de quatorze g\u00e9n\u00e9raux, tous fid\u00e8les de son p\u00e8re. Lui-m\u00eame g\u00e9n\u00e9ral de corps d\u2019arm\u00e9e et chef de la garde pr\u00e9sidentielle, Mahamat Idriss D\u00e9by a abrog\u00e9 la Constitution et dissous le gouvernement et l\u2019Assembl\u00e9e nationale, en promettant des \u00ab \u00e9lections libres et d\u00e9mocratiques \u00bb dans dix-huit mois.<\/p>\n

Bas\u00e9s depuis sa cr\u00e9ation dans le sud de la Libye, le FACT et ses colonnes de pick-up sont d\u2019abord descendus vers le sud en passant la fronti\u00e8re Tchad-Libye, puis sont pass\u00e9s par le Niger, et enfin sont revenus au Tchad dans le Kanem, selon des sources s\u00e9curitaires. L\u00e0, de violents combats les ont oppos\u00e9s la semaine derni\u00e8re aux troupes gouvernementales.<\/p>\n

L\u2019arm\u00e9e tchadienne a revendiqu\u00e9 avoir tu\u00e9 300 combattants le 19 avril et 246 autres ont \u00e9t\u00e9 captur\u00e9s et d\u00e9f\u00e9r\u00e9s au parquet de N\u2019Djamena, selon la justice. Aucun bilan n\u2019\u00e9tait disponible du c\u00f4t\u00e9 de l\u2019arm\u00e9e. Des renforts ont n\u00e9anmoins \u00e9t\u00e9 envoy\u00e9s sur la ligne de front, selon des sources s\u00e9curitaires.<\/p>\n

Le CMT a annonc\u00e9 qu\u2019il n\u2019y aurait \u00ab ni m\u00e9diation, ni n\u00e9gociation \u00bb avec les rebelles du FACT et a demand\u00e9 \u00e0 l\u2019alli\u00e9 nig\u00e9rien de l\u2019aider pour \u00ab capturer \u00bb leur chef, Mahamat Mahadi Ali. Mardi, opposition et soci\u00e9t\u00e9 civile ont appel\u00e9 les Tchadiens \u00e0 sortir manifester contre le \u00ab coup d\u2019Etat institutionnel \u00bb du CMT. Ils ont aussi manifest\u00e9 contre la politique fran\u00e7aise dans le pays d\u2019Afrique centrale parmi les plus pauvres du monde.<\/p>\n

Plus de 650 personnes ont \u00e9t\u00e9 arr\u00eat\u00e9es lors de ces manifestations interdites et r\u00e9prim\u00e9es.
