Africa-Press – Tchad. <\/strong><\/span>Le Conseil d\u2019administration du Groupe de la Banque africaine de de\u0301veloppement a approuve\u0301, le 24 janvier 2024 a\u0300 Abidjan, la proposition d\u2019une premie\u0300re prise de participation en capital allant jusqu\u2019a\u0300 dix millions de dollars ame\u0301ricains dans le projet appele\u0301 \u00ab Alliance pour l\u2019infrastructure verte en Afrique \u2013 Fonds de de\u0301veloppement de projets \u00bb (AGIA-PD).<\/p>\n

Composante de l\u2019Alliance pour l\u2019infrastructure verte en Afrique (AGIA), le fonds AGIA-PD est une initiative de dix milliards de dollars, pilote\u0301e par la Banque et cre\u0301e\u0301e conjointement avec la Commission de l’Union africaine, la plateforme panafricaine d\u2019investissement Africa50 et plusieurs autres partenaires. L\u2019objectif est de contribuer a\u0300 acce\u0301le\u0301rer la transition verte du continent en collaborant avec les pays africains et le secteur prive\u0301 international et local, pour pre\u0301parer et de\u0301velopper tre\u0300s rapidement et a\u0300 grande e\u0301chelle des projets et programmes transformateurs d\u2019infrastructures vertes et re\u0301silientes.<\/p>\n

Pour atteindre ses objectifs, l\u2019AGIA sera mise en \u0153uvre a\u0300 travers trois piliers dont le premier est la pre\u0301paration des projets, visant a\u0300 mobiliser 100 millions de dollars de dons pour des activite\u0301s cible\u0301es, en amont. Le deuxie\u0300me pilier, avec comme instrument l\u2019AGIA-PD, est le de\u0301veloppement de projets, visant a\u0300 mobiliser 400 millions de dollars de capitaux mixtes pour transformer des concepts de projets d\u2019infrastructures vertes en opportunite\u0301s bancables. Enfin, le troisie\u0300me pilier, Investissement et Financement, consiste a\u0300 mettre en place un cadre pour faciliter la mobilisation de dix milliards de dollars de financements (fonds propres, pre\u0302ts et instruments d’atte\u0301nuation des risques) pour permettre le financement a\u0300 grande e\u0301chelle de projets d\u2019infrastructures vertes pre\u0301pare\u0301s et de\u0301veloppe\u0301s dans le cadre des deux premiers piliers.<\/p>\n

Le fonds AGIA-PD, a\u0300 e\u0301che\u0301ance de 15 ans, a une structure de capital mixte alliant dons et fonds propres de premier et second rangs pour un montant total de 400 millions de dollars, et son objectif de capitalisation devrait e\u0302tre atteint en trois ans. En de\u0301cembre dernier, lors de la COP 28 a\u0300 Dubai\u0308, quelque 175 millions de dollars ame\u0301ricains d\u2019engagements ont e\u0301te\u0301 annonce\u0301s en faveur de l\u2019initiative, dont une potentielle contribution de 40 millions de dollars de la Banque africaine de de\u0301veloppement, incluant l\u2019investissement commercial de dix millions de dollars approuve\u0301 par le Conseil d\u2019administration de la Banque. Ce montant s\u2019e\u0301le\u0300ve aujourd\u2019hui a\u0300 environ 215 millions de dollars.<\/p>\n

Les investisseurs cible\u0301s par l\u2019AGIA-PD incluent les banques multilate\u0301rales de de\u0301veloppement, les fonds d\u2019impact, les organismes gouvernementaux, les fonds souverains et les investisseurs institutionnels, re\u0301gionaux et non re\u0301gionaux, des investisseurs commerciaux ainsi que des philanthropes.<\/p>\n

\u00ab L\u2019AGIA-PD est un investissement strate\u0301gique, co-re\u0301alise\u0301 par la Banque, pour transformer, rapidement et a\u0300 l\u2019e\u0301chelle, des concepts en projets d’infrastructures vertes bancables. Il investira dans le de\u0301veloppement de projets d’infrastructures vertes en vue d’un rendement financier et d’un impact sur le de\u0301veloppement. Il s’appuiera sur le secteur prive\u0301 pour de\u0301velopper des projets transformateurs, verts et re\u0301silients, qui combleront durablement le de\u0301ficit d’infrastructures de l’Afrique \u00bb, a de\u0301clare\u0301 Solomon Quaynor, vice-pre\u0301sident du Groupe de la Banque africaine de de\u0301veloppement, charge\u0301 du Secteur prive\u0301, de l\u2019Infrastructure et de l\u2019Industrialisation.<\/p>\n

\u00ab La vision de l\u2019AGIA est d\u2019acce\u0301le\u0301rer le de\u0301ploiement de projets d\u2019infrastructures vertes, transformateurs, en cre\u0301ant un cadre de partenariat solide entre les diffe\u0301rents acteurs et en ciblant tout l\u2019e\u0301cosyste\u0300me de pre\u0301paration, de de\u0301veloppement et de financement des projets d\u2019infrastructures vertes, y compris les acteurs aussi bien e\u0301mergents qu\u2019e\u0301tablis. L\u2019objectif ultime est d\u2019acce\u0301le\u0301rer la transition verte du continent, tout en re\u0301duisant drastiquement le de\u0301ficit d\u2019infrastructures \u00bb, a pre\u0301cise\u0301 Amadou Hott, envoye\u0301 spe\u0301cial du pre\u0301sident du Groupe de la Banque africaine de de\u0301veloppement, Akinwumi Adesina, et ambassadeur mondial pour l’Alliance pour l’infrastructure verte en Afrique.<\/p>\n

Les secteurs cibles de l\u2019AGIA-PD et les investissements dans des projets d’atte\u0301nuation du changement climatique sont aligne\u0301s sur les Contributions de\u0301termine\u0301es au niveau national des pays be\u0301ne\u0301ficiaires, ainsi que sur les priorite\u0301s strate\u0301giques des High 5 de la Banque (\u00ab E\u0301clairer l’Afrique et l’alimenter en e\u0301nergie \u00bb, \u00ab Nourrir l’Afrique \u00bb, \u00ab Industrialiser l’Afrique \u00bb, \u00ab Inte\u0301grer l’Afrique \u00bb et \u00ab Ame\u0301liorer la qualite\u0301 de vie des populations africaines \u00bb) et sur le Cadre du changement climatique et de la croissance verte de la Banque 2021-2030.<\/p>\n
