L\u2019annonce intervient dans un contexte de changements importants au sein de la structure de commandement militaire de l\u2019autorite\u0301 qui domine l\u2019est de la Libye, suite a\u0300 la nomination du ge\u0301ne\u0301ral de division Ahmed Al-Dressi en tant que chef d\u2019e\u0301tat-major des forces terrestres. Il remplace a\u0300 ce poste le fils du mare\u0301chal Haftar, promu commandant en chef adjoint. Ce ge\u0301ne\u0301ral est aussi un proche d\u2019un autre fils du mare\u0301chal, Khaled.<\/p>\n
Des e\u0301quilibres frontaliers pre\u0301caires<\/b><\/p>\n
S\u2019il be\u0301ne\u0301ficie de nombreux appuis dans la re\u0301gion frontalie\u0300re, Ahmed Al-Dressi devra composer avec les e\u0301quilibres tre\u0300s fragiles a\u0300 la frontie\u0300re entre la Libye et le Tchad, et notamment avec l\u2019ethnie des Toubous. Tout en restant vigilant sur le conflit au Soudan qui menace de contaminer la re\u0301gion, et sur l\u2019influence des E\u0301mirats arabes unis, inte\u0301resse\u0301s par les richesses minie\u0300res de la re\u0301gion comme les mines d\u2019or du Darfour. Une pre\u0301sence a\u0300 laquelle le pre\u0301sident tchadien Mahamat Idriss De\u0301by Itno est favorable, mais qui n\u2019est pas appre\u0301cie\u0301e par tout le monde dans le pays.<\/p>\n
La Libye accueille quant a\u0300 elle trois bases militaires e\u0301miraties. Elle est re\u0301cemment intervenue pour faciliter le transfert d\u2019une ranc\u0327on \u2013 dont une partie sous forme d\u2019armes \u2013 suite a\u0300 l\u2019enle\u0300vement au Mali, fin octobre, de Joumoua Ben Maktoum Al Maktoum, membre de la famille re\u0301gnante a\u0300 Dubai\u0308, et de deux de ses compagnons.<\/p>\n
L\u2019annonce de la cre\u0301ation de cette force conjointe entre les deux voisins intervient, par ailleurs, dans un contexte re\u0301gional de plus en plus tendu. Les mouvements rebelles tchadiens tentent actuellement d\u2019unifier leurs rangs et se re\u0301fugient fre\u0301quemment dans les zones frontalie\u0300res. Tandis que plus a\u0300 l\u2019Est, au Soudan, le conflit entre les Forces arme\u0301es soudanaises et les Forces de soutien rapide de\u0301stabilise e\u0301galement les re\u0301gions limitrophes avec le Tchad.<\/p>\n
Selon des sources a\u0300 Bengazi, le jeune vice-commandant de l\u2019arme\u0301e nationale libyenne a demande\u0301 a\u0300 l\u2019administration des gardes-frontie\u0300res, charge\u0301e des patrouilles dans le de\u0301sert et affilie\u0301e au bataillon \u00ab Subul Al-Salam \u00bb, d\u2019entamer des ope\u0301rations sur le terrain dans le cadre de la nouvelle force conjointe. Quant a\u0300 la Division d\u2019information de guerre affilie\u0301e au camp Haftar, elle a confirme\u0301 le 6 novembre que cette force vise a\u0300 soutenir la coope\u0301ration en matie\u0300re de se\u0301curite\u0301 entre la Libye et le Tchad et a\u0300 renforcer les efforts pour lutter contre \u00ab les gangs, les bandits et les re\u0301seaux de contrebande \u00bb.<\/p>\n
