Africa-Press – Togo. <\/strong><\/span>Parce que beaucoup d\u2019\u00e9tudiants togolais b\u00e9n\u00e9ficiant de bourses \u00e0 l\u2019\u00e9tranger ne reviennent pas au pays, une fois leurs \u00e9tudes termin\u00e9es, le minist\u00e8re de l\u2019Enseignement sup\u00e9rieur fera d\u00e9sormais signer aux apprenants en partance un engagement qui pourrait \u00abamener l\u2019Etat \u00e0 exiger la restitution int\u00e9grale de frais de formation dont les apprenants ont b\u00e9n\u00e9fici\u00e9\u00bb.<\/b><\/p>\n

On peut comprendre le ministre Ihou Wateba qui voit en ce non-retour au pays d\u2019origine un manque \u00e0 gagner cens\u00e9 pourvoir le pays d\u2019aussi bonnes comp\u00e9tences. Et quoi de plus raisonnable que de rentrer travailler au pays au sein duquel vous avez \u00e9t\u00e9 ? Rien de bien naturel, en effet. Mais quelle garantie l\u2019\u00c9tat propose en retour aux futurs boursiers qui, une fois rentr\u00e9s, ne se sentiront pas l\u00e9s\u00e9s, sous-pay\u00e9s, ou moins appr\u00e9ci\u00e9s \u00e0 leur juste valeur qu\u2019ils ne le seraient \u00e0 l\u2019\u00e9tranger, au cas o\u00f9 ils y auraient fait leur carri\u00e8re ?<\/p>\n

\u00c0 supposer qu\u2019ils obtiendront un emploi d\u2019office vu leurs comp\u00e9tences, le salaire \u00e0 eux propos\u00e9 aura de quoi leur faire oublier celui du pays d\u2019accueil ? On n\u2019oublie pas que la plupart des boursiers togolais quittent souvent le pays moins par souci d\u2019\u00e9tudes que par le d\u00e9sir de fuir une situation sociopolitique pas toujours enchanteresse. Dieu sait le nombre d\u2019\u00e9tudiants qui quittent le pays sous couleur d\u2019\u00e9tudes \u00e0 l\u2019\u00e9tranger ! Certains veulent vraiment \u00e9tudier \u00e0 l\u2019\u00e9tranger certes, mais ils ne sont pas aussi nombreux que ceux qui partent \u00e0 l\u2019aventure.<\/p>\n

En imposant cette clause, les autorit\u00e9s emp\u00eachent les concern\u00e9s de vivre leur r\u00eave et d\u2019\u00eatre libres. Elles n\u2019ont nullement besoin de faire signer quelque engagement que ce soit \u00e0 qui que ce soit. Qu\u2019auront besoin les \u00e9tudiants d\u2019\u00e9tudier \u00e0 l\u2019\u00e9tranger, si le train de vie au pays est vivable ? Un bon syst\u00e8me universitaire avec \u00e0 la cl\u00e9 un travail et un salaire d\u00e9cents, vaut \u00e0 lui seul tous les engagements du monde. S\u2019il est optimal, bien qualifi\u00e9 et attractif \u00e0 tous points de vue, il ne fera jamais prendre aux \u00e9tudiants le chemin de l\u2019\u00e9tranger.<\/p>\n

Il attirera de lui-m\u00eame des \u00e9tudiants d\u2019autres pays, signe que le pays n\u2019a rien \u00e0 envier aux autres. Difficile de ne pas voir derri\u00e8re cet engagement du ministre autre chose qu\u2019une volont\u00e9 de forcer la main aux apprenants dont le r\u00eave est de s\u2019\u00e9panouir avant tout. Plus qu\u2019un d\u00e9sir patriotique, cet acte a comme un parfum de chantage.<\/p>\n
