De\u0301gli n\u2019en reste pas moins constructif et exhorte les ministres a\u0300 passer a\u0300 l\u2019action, mettant en garde contre l\u2019immobilisme. \u00ab Il est temps de se concentrer sur des re\u0301sultats concrets \u00bb, clame-t-il, en appelant a\u0300 une ve\u0301ritable introspection et a\u0300 une revitalisation de l\u2019administration.
