Africa-Press – Uganda. Top officials from the RDC Secretariat have urged civil servants and political leaders in Lira City to embrace teamwork, transparency, and consistent communication as essential tools for improving public service delivery.
Speaking during a high-level engagement in the northern city, Maj. Martha Asiimwe, the Head of the RDC Secretariat, reminded participants that the Secretariat operates directly under the Office of the President and plays a pivotal role in political coordination, monitoring service delivery, and mobilising citizens.
Maj. Asiimwe applauded the return of the Lira City Clerk, calling him a “strategic asset” whose redeployment reflected government confidence in his capabilities.
She used the occasion to encourage stronger collaboration among town clerks, mayors, resident city commissioners, and other local government actors.
“Tough teams outlast tough times,” she said. “We need to strengthen our internal relationships if we want to serve the people better.”
She cautioned against implementing services without keeping citizens informed, saying it leads to disconnect and mistrust.
“Delivering services without informing the people is ineffective,” Maj. Asiimwe said. “Let us prioritise communication and engage with the communities we serve.”
Her deputy, Str MaryGrace Akiror, echoed the message of integrity and accountability, urging public servants to reflect on the legacy they will leave behind.
“Service delivery demands genuine teamwork,” Dr. Akiror said. “Government alone cannot meet all the citizens’ needs—it takes every stakeholder playing their part with integrity and consistency.”
She reminded leaders that their positions are not merely administrative roles but custodial responsibilities over public resources and community welfare.
The meeting is part of a broader campaign by the RDC Secretariat to revitalise local government performance through cooperative leadership and increased citizen involvement.
It comes amid growing concerns about inefficiencies in public institutions, especially at the city and municipal levels, where complaints over service delivery gaps persist.
Participants from Lira’s administrative units welcomed the engagement, saying it offered a timely reminder of the expectations placed on public officials.
As the Secretariat continues its nationwide tour of local governments, it is pushing for more responsive governance rooted in transparency, community feedback, and collective responsibility.
