Africa-Press – Uganda. Kira Municipality Member of Parliament Ibrahim Ssemujju Nganda has presented a minority report on the National Budget estimate for the financial year 2025/2026, expressing his disappointment with the budget’s unrealistic projections.
According to Ssemujju, the budget continues to be exaggerated without considering the actual revenue the country is collecting.
Ssemujju raised several concerns over specific budget allocations, including the Shs. 270 billion set aside to compensate the Democratic Republic of Congo.
“Why should we prioritise compensating the DRC at the expense of individuals who stole its wealth?” he questioned.
The MP also highlighted the plight of Mulago National Hospital, which he said is operating at 49% staffing levels. “Mulago National Hospital is operating at 49% staff, something that urgently needs to be addressed,” Ssemujju emphasised.
Ssemujju also challenged the expenses related to the President’s monitoring of the Parish Development Program and questioned the presence of 90 cooks at State House.
Speaker Anita Among intervened, saying that the cooks don’t only cook for the President.
The minority report sparked a divided reaction among MPs, with some supporting its content and others dismissing it as an attempt to destroy the country’s reputation.
The minority report highlights the concerns and criticisms of the National Budget estimate, raising questions about its effectiveness and priorities.
As Parliament continues to debate the budget, the concerns raised by Ssemujju and other MPs will likely shape the final outcome.
