A senior opposition official has expressed concern over a proposed sovereignty bill currently under discussion in the Parliament of Uganda, warning that its provisions could have far-reaching consequences for ordinary citizens and households dependent on external financial support.

Benjamin Katana, the treasurer of the National Unity Platform (NUP), said the legislation could potentially classify Ugandans living in the diaspora as “foreign actors,” a move he argues may complicate the flow of remittances that sustain many families.

“Families that depend on support from their children working abroad could suddenly find themselves entangled in legal procedures,” Katana said.

Uganda’s economy continues to benefit significantly from remittances sent by citizens working abroad, with analysts noting that any disruption to these flows could have ripple effects on household consumption, education, and access to healthcare.

Katana further warned that the bill could extend its regulatory reach to institutions such as schools and hospitals that receive funding from international partners. He suggested that staff in such institutions might face additional compliance requirements, potentially slowing service delivery.

The government has defended the proposed legislation, arguing that it is intended to safeguard national sovereignty and regulate foreign influence in domestic affairs.

However, critics, including Katana, argue that existing legal frameworks already address concerns such as money laundering and illicit financial flows, raising questions about the necessity and potential impact of the new bill.

Debate on the proposal is expected to continue as it progresses through Parliament, with stakeholders closely watching its implications for households, institutions, and Uganda’s broader financial ties with the diaspora.
