Africa-Press – Uganda. Uganda’s Ministry of Health has unveiled a new national framework aimed at streamlining health sector planning and financing, in a move designed to respond to growing funding challenges and improve service delivery.
Launched with support from Seed Global Health, the One Plan, One Budget, One Report (OPBR) Framework introduces a consolidated approach that aligns planning, budgeting, and reporting across the health sector.
The initiative comes at a critical time when health financing in Uganda is becoming increasingly fragmented and unpredictable. Recent global aid cuts have further strained essential health services, raising concerns about sustainability and efficiency within the sector.
The OPBR framework seeks to address these challenges by establishing a single national health sector plan and results framework.
It integrates both domestic and external funding into one coordinated resource envelope, supported by joint performance and financial reviews.
Officials say this unified model is intended to reduce duplication, improve accountability, and ensure that limited resources are used more effectively.
Speaking at the launch, Under Secretary Kenneth Akiiri, representing the Director General of Health Services at the Ministry of Health, emphasized the need to confront persistent barriers within the system.
“Where we want to go is clear for all of us. We know where we want to go. Why we are not getting there is probably what now needs to be discussed. What are these constraints? What are the barriers that have failed this move, and how can they be mitigated so that we move to where we want?” he said.
The framework is positioned as a practical operating model to help the country “do more with less,” particularly in an environment of tightening resources and increasing demand for health services.
