Uganda Moves to Strengthen Forensic Services with New Bill

Africa-Press – Uganda. The State Minister for Internal Affairs, General David Muhoozi, has expressed concern over the lack of clear regulations governing forensic services in the country.

This, he says, has hindered effective legal proceedings and put the public at risk.

“The absence of the Forensic Evidence law has constrained the effective development of the Forensic science industry and exposed the public to the risk of industrial and consumer chemicals,” Gen Muhoozi noted.

To address this challenge, Gen Muhoozi is urging Parliament to pass the long-awaited Forensic Evidence Bill, 2024.

The bill aims to provide a comprehensive forensic science service for Uganda, including the designation of the Government Analytical Laboratory as the regulatory body for forensic and scientific analytical services.

“The bill will enhance the provision of a wide range of general scientific-analytical, forensic, and advisory services that will facilitate effective legal proceedings to dispense fair justice and safety of people,” Gen Muhoozi explained.

The Director of the Government Analytical Laboratory also highlighted the need for the bill, citing a surge in requests for DNA tests.

“There is a spike in the request for DNA tests, hence the need to have this law guide the practice of carrying out DNAs,” the Director noted.

The bill has been tabled before the Defense and Internal Affairs Committee of Parliament, which has begun processing it.

However, committee members have raised some concerns about the bill, which will need to be addressed before it can be passed into law.
