Africa-Press<\/a> – Uganda<\/a>. <\/strong><\/span>In May 2016, the Lyantonde District Security Committee banned all gambling machines which were spread in trading centres across the district and ordered all operators to find alternative sources of income.<\/p>\n

This move sparked mixed reactions among the public and some operators who refused to close their businesses claiming it was their sole source of livelihood.<\/p>\n

The poker or roulette gambling machines were a common sight on verandas of many shops across small towns in the district. But today, one can hardly find a gambling machine in most of the urban centres and the few that exist are operating secretly.<\/p>\n

Local leaders describe this as a success story in their quest to have productive residents.<\/p>\n

Mr Fred Muhangi, the Lyantonde District chairperson, attributes this achievement to joint efforts by the district security committee and village leaders as well as sensitising the youth who engage in gambling.<\/p>\n

\u201cWhenever I get a chance to speak to the youth, I make sure I talk about the dangers of gambling and this is the same message all leaders at lower councils replicate during social functions,\u201d Mr Muhangi said.<\/p>\n

He said the machines had caused redundancy and killed innovation among the youth who would steal from their parents to get money for gambling.<\/p>\n

\u201cAnother strategy we employed is that we enticed youth to engage in poultry farming as an additional source of income. So far, a total of more than 22,000 kroiler chicks have been given out to the youth to support their income,\u201d he added.<\/p>\n

New challenge<\/b><\/p>\n

Mr Muhangi, however, said as they win the war on gambling, they are facing another challenge of mushrooming pool tables that still take most of the youth\u2019s time and resources.<\/p>\n

\u201cWe are yet to find a solution to the youth who love to play the pool table game in early hours of the day,\u201d he said.<\/p>\n

Mr Eric Mbabaali, a resident of Kooki D in Lyantonde Town Council, said though he used to operate a gambling machine, he supports the authorities\u2019 decision to close them because they had become a den of thieves.<\/p>\n

\u201cGiven the addictive and blindly deceptive nature of gambling, many youth had turned it into a business and whenever they run short of money, they could break into our businesses ,\u201d he said.<\/p>\n

He reveals that he lost more than Shs2 million to thieves who broke into his retail shop twice yet the suspects were his regular customers.<\/p>\n

Daily Monitor has learnt that a few licensed betting businesses are operating in Lyantonde Town.<\/p>\n

\u201cI had 16 poker gambling machines, but I have kept them at home because the authorities stopped us from working. I hope one day I will get a license and reopen them because my customers are still there,\u201d James Kolaba, one of the affected local businessmen, said.<\/p>\n

Mr Jeff Tumwebaze, the proprietor of Twisters Club and Casino in Lyantonde Town, blamed local authorities for failing his business.<\/p>\n

\u201cI used to receive many customers because of the gambling machines. I pay operational taxes to the town council and when the authorities banned the machines, I started operating in a loss and decided to quit the business,\u201d he said.<\/p>\n

In 2014, government slapped new rules on gambling centres including betting and casino companies.<\/p>\n

They are supposed to be located at least 200 metres from community centres such as places of worship, markets or government facilities. Operators are also required to deposit a Shs200 million-security bond, licenses were doubled from Shs5m and Shs10m.<\/p>\n

The government legitimised the industry some few years by setting up the Lotteries and Gaming Regulatory Board.<\/p>\n","protected":false},"excerpt":{"rendered":"
