{"id":10623,"date":"2021-05-19T17:35:41","date_gmt":"2021-05-19T17:35:41","guid":{"rendered":"https:\/\/www.africa-press.net\/uganda\/?p=10623"},"modified":"2021-05-19T17:20:41","modified_gmt":"2021-05-19T17:20:41","slug":"kabarole-to-lose-shs1-5b-over-stalled-govt-projects","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/uganda\/all-news\/kabarole-to-lose-shs1-5b-over-stalled-govt-projects","title":{"rendered":"Kabarole to lose Shs1.5b over stalled govt projects"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong><a href=\"https:\/\/www.africa-press.net\/\">Africa-Press<\/a> &#8211; <a href=\"https:\/\/www.africa-press.net\/uganda\">Uganda<\/a>. <\/strong><\/span>Some key projects meant to benefit residents of Kabarole District have stalled due to delays in the procurement of contractors by the central government.<\/p>\n<p>The most affected projects are construction and rehabilitation of government seed schools and health facilities.<\/p>\n<p>The central government released money for the projects but due to delayed procurement of contractors, work has not been done while in other instances, it has not been completed.<\/p>\n<p>As a result, the district has failed to utilise the Shs1.5 billion released for the projects and with the financial year coming to a close next month, the money is likely to be returned to the national treasury.<\/p>\n<p>Part of this money was meant for the completion of construction of St Paul Nyabweya Seed Secondary School in Kasenda Sub-county. The construction was to cost Shs1.9 billion.<\/p>\n<p>Also, the district was meant to rehabilitate and upgrade Nyakitokoli Health Centre II in Karagura Sub-county to a health centre III at a cost of Shs640 million.<\/p>\n<p>The projects are being implemented under the Uganda Intergovernmental Fiscal Transfer (UGIFT) programme.<\/p>\n<p>In April 2019, the district leaders launched the construction of St Paul Nyabweya Seed School and contracted PRUTAZ Construction and Vocational Training Uganda Limited to undertake the work.<\/p>\n<p>The project was to be handed over by March 30, 2020. At Shs1.9 billion, the contractor was expected to build 32 classrooms, a science laboratory, an administration block, a staff house, an ICT library, a hall, and a playground.<\/p>\n<p>However, the works were not completed and the contract was extended for six months, up to September 31.<\/p>\n<p>Since then, the contract has expired and buildings have not been handed over to the district.<\/p>\n<p>Also, the contractor completed roofing of Nyakitokoli Health Centre. The upgrade of the health facility started in February 2020 and was expected to be completed in February this year but this has not been achieved. The contractor, Build Base Associates Uganda Limited, has since abandoned the site and the area is now bushy with locals grazing animals there. At Shs640 million, the contractor was expected to build a maternity ward, outpatient department, staff house and a latrine, among others.<\/p>\n<p><b>Frustrated locals<\/b><\/p>\n<p>Mr Kahuzo Erikana, the Karangura Sub-county chairperson, says he notified the district after the contractor abandoned the site.<\/p>\n<p>\u201cOur people are being referred to Bukuku and Kichwamba health facilities and Fort Portal Regional Referral Hospital for services. This is frustrating,\u201d he says.<\/p>\n<p>In the Financial Year 2020\/21, the district received Shs798 million for the construction of Kichwamba Seed School in Kichwamba Sub-county but up to now, the construction has not started because the central government has delayed procuring the contractor. Because of delayed construction, the district has again asked for funds for the construction of the same seed school in the next financial year 2021\/22.<\/p>\n<p>Other projects that were supposed to kick off this financial year include the upgrade of Nyabuswa and Kitule health centres and each was budgeted for Shs855 million.<\/p>\n<p>As a result of delays to complete the projects, whistle-blowers raised complaints to the Public Procurement and Disposal of Public Assets Authority (PPDA), alleging shoddy work by contractors.<\/p>\n<p>According to the April 2021 audit report by PPDA, the contractor, who was tasked to upgrade Nyakitokoli Health Centre II had few materials on the site for usage. The report recommends that the accounting officer recovers the payment of Shs144 million.<\/p>\n<p>For St Paul Nabweya Seed Secondary School, the report indicates that 11 per cent of work is not yet done and recommends that the contractor completes it. On April 28, the Kabarole District Council passed a resolution, seeking authorisation from the central government to allow the district to source for competent contractors.<\/p>\n<p>The district chairperson, Mr Richard Rwabuhinga, blames the central government for the delayed procurement of contractors.<\/p>\n<p>\u201cI continue to express my displeasure on how these projects are being handled by the central government. They have been characterised by delays, for example, the projects under health, some have not commenced despite having money in this year\u2019s budget. The advert for the construction of Kichwamba seed school is not yet out and few days are remaining to end the financial year,\u201d he says.<\/p>\n<p>Mr Rwabuhinga adds: \u201cIt is a disservice to the people of the district and it undermines the policy of decentralisation; I wish to implore the Cabinet of Uganda to reconsider its position on the implementation of UGFIT projects.\u201d<\/p>\n<p><b>What leaders say<\/b><\/p>\n<p>The district speaker, Ms Stella Kyorampe, says: \u201cWe promised our people good services in health and education but unfortunately, the financial year is ending and money is going to be returned to the Treasury. As local leaders, we are not happy. As a district, we have a contracts committee and procurement unit, which can help us to get contractors but the central government is taking their powers,\u201d Ms Kyorampe says.<\/p>\n<p>The chief administrative officer, Ms Phionah Sanyu, while addressing the district council last month, said she would write to the Ministry of Finance, requesting that the money be returned to the district in the next financial year.<\/p>\n<p>The Western region manager for PPDA, Ms Lydia Kwesiga, says the majority of the contractors of UGIFT projects lack the capacity to handle the contracts given to them.<\/p>\n<p>\u201cSome of the contractors were used to small contracts but now they are doing multibillion projects and don\u2019t have the capacity.
