Africa-Press – Uganda. <\/strong><\/span>Uganda\u2019s anti-corruption watchdog has directed 22 Jinja City officials to refund over Shs 33 million after investigations found the funds were irregularly obtained and not accounted for, reinforcing efforts to strengthen accountability in public service.<\/b><\/p>\n

The Inspectorate of Government (IGG) has directed 22 officials from Jinja City to refund more than Shs 33 million that was misappropriated during the execution of official duties.<\/p>\n

The directive follows an investigation conducted by the Inspectorate\u2019s Jinja Regional Office, which established that the funds in question were irregularly obtained and remained unaccounted for.<\/p>\n

The money had reportedly been requested by the officials to facilitate various official activities; however, investigators found no evidence that these activities were ever carried out.<\/p>\n

In a statement dated Monday, April 13, 2026, formal notices were issued to each of the implicated officials, with copies sent to the Town Clerk.<\/p>\n

The officials have been instructed to deposit the funds into the Inspectorate of Government Assets Recovery Account held at the Bank of Uganda.<\/p>\n

The Inspectorate further warned that any official who fails to comply with the directive will face prosecution.<\/p>\n

During the course of the investigations, all affected officials acknowledged the findings and agreed to refund the misappropriated funds.<\/p>\n

The IGG cited Regulation 123(7)(c) of the Local Government Financial and Accounting Regulations, 2007, which states:<\/p>\n

\u201cAny public officer who fails to account for council funds without any reasonable excuse commits an offence.\u201d<\/p>\n

The officials who have been directed to refund the specified amounts are as follows:<\/p>\n

2. Christopher Baliraine, Senior Assistant Town Clerk, Southern Division \u2014 Shs 4,450,000<\/p>\n

3. Richard Kirya, Councillor, Southern Division \u2014 Shs 1,040,000<\/p>\n

4. Agnes Auma, Councillor, Southern Division \u2014 Shs 1,040,000<\/p>\n

5. Grace Apio Julu, Councillor, Southern Division \u2014 Shs 1,040,000<\/p>\n

6. Rogers Anjoga, Councillor, Southern Division \u2014 Shs 1,040,000<\/p>\n

7. Ali Ndaza, Councillor, Southern Division \u2014 Shs 1,040,000<\/p>\n

8. Innocent Ochimwa Otinga, Councillor, Southern Division \u2014 Shs 1,040,000<\/p>\n

9. Benard Kintu, Senior Internal Auditor \u2014 Shs 660,000<\/p>\n

10. Angella Baligeya, Senior Community Development Officer, Southern Division \u2014 Shs 645,000<\/p>\n

16. Beatrice Achieng, Councillor, Southern Division \u2014 Shs 750,000<\/p>\n

17. Nathan Mwanja, Internal Auditor \u2014 Shs 660,000<\/p>\n

18. Juliet Naigaga, Principal Internal Auditor \u2014 Shs 1,060,000<\/p>\n

19. Esther Kwenala, Stenographer Secretary, Southern Division \u2014 Shs 4,060,000<\/p>\n

20. Joy Kasowole, Deputy Town Clerk, Southern Division \u2014 Shs 1,750,000<\/p>\n

21. Faruwa Kitakule, Councillor, Southern Division \u2014 Shs 750,000<\/p>\n

22. Maria Babirekere Kasasa, Deputy Mayor, Southern Division \u2014 Shs 750,000<\/p>\n

The above amounts bring the total to Shs 33,075,000.<\/p>\n

The Inspectorate emphasized its commitment to enforcing accountability in public service and ensuring that all public funds are used strictly for their intended purposes.<\/p>\n

The agency reiterated that failure to account for public funds is a serious offence under Ugandan law and will be dealt with accordingly.<\/p>\n

Further action, including legal proceedings, will be taken against any official who does not comply with the refund directive within the stipulated timeframe.<\/p>\n
