According to a Ministry of Foreign Affairs statement, Odongo is attending the high-level forum at the invitation of Turkish Foreign Minister Hakan Fidan, with the event scheduled for April 17\u201319, 2026, at the NEST Congress and Exhibition Centre under the theme \u201cMapping Tomorrow, Managing Uncertainties.\u201d<\/p>\n

While the official programme focuses on investment and global cooperation, Odongo\u2019s visit is unfolding against a backdrop of heightened diplomatic messaging between Kampala and Ankara following Muhoozi\u2019s recent public statements on X (formerly Twitter), which have raised concerns among regional partners, including Turkey and Iran, over Uganda\u2019s perceived foreign policy signals.<\/p>\n

In one of the posts widely circulated online earlier this week, Gen Muhoozi wrote that Uganda \u201cstands with Israel spiritually and strategically,\u201d invoking religious solidarity in support of Tel Aviv.<\/p>\n

In another post, he warned that \u201cany aggression against Israel will have consequences for its adversaries,\u201d remarks interpreted by analysts as indirectly targeting Iran and Turkey\u2019s broader regional alignments.<\/p>\n

The posts also included comments suggesting that Uganda would be \u201cready to act in defence of its allies if required,\u201d language that has triggered unease among diplomats who view Uganda\u2019s long-standing non-aligned posture as potentially being tested by increasingly public military commentary.<\/p>\n

Although Uganda\u2019s Ministry of Foreign Affairs has not formally commented on the posts, diplomatic sources say they have contributed to a series of quiet engagements between Kampala and Ankara in recent days.<\/p>\n

Earlier this week, Gen Odongo held two separate meetings with the Turkish Ambassador accredited to Uganda, discussions that focused on strengthening bilateral relations and clarifying Kampala\u2019s official foreign policy position.<\/p>\n

The Turkish envoy also met Minister of State for Foreign Affairs Okello Oryem during the same period, further underscoring the diplomatic attention being given to the matter.<\/p>\n

Analysts say Odongo\u2019s presence in Tu\u0308rkiye for the Antalya forum is likely to extend beyond economic diplomacy, with expectations that he will use the visit to reassure Turkish officials about Uganda\u2019s official stance and reaffirm the country\u2019s commitment to non-alignment despite the online interventions of senior military figures.<\/p>\n

Tu\u0308rkiye has deepening strategic interests in East Africa, particularly in Somalia, where it maintains one of its largest overseas military training missions.<\/p>\n

Turkish special forces are involved in training Somali troops under a long-term security cooperation framework aimed at stabilising the Horn of Africa.<\/p>\n

Uganda, meanwhile, has maintained a military presence in Somalia for nearly two decades under the African Union peacekeeping framework, making stability in the region a shared strategic concern for both Kampala and Ankara.<\/p>\n

Diplomatic observers note that any perception of shifting alignments in Uganda\u2019s foreign policy rhetoric could complicate cooperation in Somalia, where multiple external actors, including Turkey, the United States, and Gulf states, maintain overlapping security and development interests.<\/p>\n

The sensitivity of the current moment has also been amplified by broader regional tensions involving Iran and Israel, with Uganda\u2019s foreign policy recently under scrutiny following engagements between President Museveni and Iranian diplomats at Kyankwanzi.<\/p>\n

Those discussions, attended by Gen Odongo, were partly aimed at clarifying Uganda\u2019s position after Muhoozi\u2019s earlier comments strongly favouring Israel and criticising Iran-linked positions.<\/p>\n

Uganda\u2019s foreign policy has historically been anchored in non-alignment and diversified partnerships, balancing relations with Western allies, Middle Eastern states, and emerging powers such as Tu\u0308rkiye and Iran.<\/p>\n

However, the increasing visibility of Gen Muhoozi\u2019s online statements has introduced a parallel stream of messaging that diplomats are now working to contain.<\/p>\n

As Odongo participates in the Antalya Diplomacy Forum alongside global foreign ministers, Kampala is expected to use the platform not only to promote investment opportunities but also to steady diplomatic messaging and reassure partners that Uganda\u2019s official foreign policy remains consistent and state-driven.<\/p>\n
