Africa-Press – Uganda. <\/strong><\/span>Football safety and security specialist, Dixon Okello, has criticised Omar SC Villa President, Omar Mandela over his conduct during a recent Uganda Premier League match, warning that failure to observe pitch access protocols risks inciting crowd trouble.<\/b><\/p>\n

The criticism follows Wednesday\u2019s heated Uganda Premier League clash between SC Villa and Vipers SC at FUFA Technical Centre Kadiba, which ended in a 1-1 draw.<\/p>\n

The high-stakes encounter was marred by tension on and off the pitch, including a fiery exchange between Mandela and sections of Vipers fans.<\/p>\n

Mandela, who had walked along the pitch-side during the match, was reportedly pelted with bottles as the confrontation escalated.<\/p>\n

During the incident, he appeared to make a middle-finger gesture towards Vipers fans, which many fans on social media have since condemned as inappropriate.<\/p>\n

The episode has since sparked widespread debate, with sections of the public questioning the conduct of club officials and calling for stricter enforcement of match-day regulations.<\/p>\n

In a message addressed to the SC Villa president, Okello, stated that club officials have no mandate to access the pitch while a match is ongoing.<\/p>\n

\u201cI wish to bring to your attention the established protocol regarding pitch access during matches. The President and Executive Members of the club are not permitted on the pitch while a match is in progress,\u201d Okello wrote.<\/p>\n

He added: \u201cRival fans might also find this offensive and can cause crowd related violence. Only the General Coordinator, match officials, Security Officer, and Chief Steward are authorized to move around the pitch area during a game.\u201d<\/p>\n

Okello further cautioned that security teams are empowered to enforce compliance, including ejecting violators from restricted areas.<\/p>\n

\u201cI kindly request strict adherence to this protocol by all club officials. Non-compliance can result in the security team enforcing the regulations, including removal from the pitch area if necessary,\u201d he stated.<\/p>\n

The certified FIFA and CAF safety officer said cooperation from club leadership is critical in maintaining order and safeguarding the integrity of the game.<\/p>\n

\u201cI will appreciate your cooperation in maintaining order and upholding the standards of the club,\u201d he added.<\/p>\n
