He did not steal. He did not assault anyone. He tried to end his own life. Under Section 210 of Uganda\u2019s Penal Code Act, that act is a criminal offence punishable by up to two years in prison.<\/b><\/p>\n<p>Instead of counselling, he receives a charge sheet. Instead of care, he is taken to a cell.<\/p>\n<p>This is not hypothetical. It is the legal reality for thousands of Ugandans each year who reach their darkest moments and survive, only to face prosecution for it.<\/p>\n<p>Uganda is at a crossroads on mental health. Police data shows 218 suicide cases were recorded in 2024, up from 165 in 2023, a 32 percent increase in a single year. WHO estimates place Uganda\u2019s suicide mortality rate at 11.6 per 100,000 people, above the global average of 8.9, with men dying at nearly five times the rate of women.<\/p>\n<p>Behind every statistic is a person, behind every person is a family, and behind every family is a system that has too long looked away.<\/p>\n<p><b>A crisis concentrated in youth and northern Uganda<\/b><\/p>\n<p>Unlike high income countries where suicide disproportionately affects the elderly, in Uganda the burden falls heavily on those aged 24 to 34, young people in their most productive years.<\/p>\n<p>The Lango sub region, with about 2.1 million people, recorded one child suicide or attempt every week in 2022, including four child deaths per month. In refugee settlements, 59 deaths and 190 attempts were documented in 2024 alone, driven by family breakdown, financial distress, and untreated mental illness.<\/p>\n<p>Northern Uganda carries a particular burden. Decades of conflict under the Lord\u2019s Resistance Army left deep psychological scars, displacement, and unresolved trauma. Post conflict PTSD is not abstract in Gulu or Lira, it is daily life for many families.<\/p>\n<p>Surveys show 12 percent of adults have experienced suicidal thoughts, and 6 percent have attempted suicide.<\/p>\n<p>As Evelyn Connie Kharono of the Uganda Counsellors Association notes, no one seeks to end their life when mentally well, they want the pain to stop, not their existence.<\/p>\n<p><b>The criminal code that criminalises suffering<\/b><\/p>\n<p>Section 210 of the Penal Code Act is a relic of colonial law, shaped by a time when suicide was treated as a moral failure rather than a public health issue.<\/p>\n<p>Many Commonwealth countries, including the United Kingdom, have long repealed such laws, recognising that survivors of suicide attempts require medical and psychosocial care, not punishment.<\/p>\n<p>In Uganda, however, the law creates harm. It pushes suicidal behaviour underground, discourages people from seeking help, and deepens stigma. Families fear shame, survivors fear arrest, and communities remain silent.<\/p>\n<p>At the 4th Uganda National Mental Health Conference in May 2025, the Ministry of Health confirmed that discussions are ongoing to remove criminal penalties. The Minister of Justice has also expressed support for reform.<\/p>\n<p>Yet reform measured in years continues while lives are lost in months.<\/p>\n<p><b>The economics of inaction<\/b><\/p>\n<p>Suicide and untreated mental illness are not only moral or medical failures, they are economic ones.<\/p>\n<p>Research published in 2026 estimates untreated depression costs Uganda nearly 390 million US dollars annually in lost productivity. The WHO notes that every dollar invested in treating depression and anxiety yields about four dollars in productivity gains.<\/p>\n<p>Uganda allocates less than 1 percent of its health budget to mental health. Butabika National Mental Hospital remains overstretched, and most regional hospitals lack clinical psychologists. Rural areas are especially underserved.<\/p>\n<p>This is not only a shortage of resources, it is a policy choice.<\/p>\n<p>What compassionate reform looks like<\/p>\n<p>There is no single solution to suicide, but evidence shows what works.<\/p>\n<p><b>Decriminalise attempted suicide<\/b><\/p>\n<p>Survivors need care, not criminal records. Keeping Section 210 in law prolongs stigma and delays help seeking.<\/p>\n<p><b>Invest in community based care<\/b><\/p>\n<p>Training Village Health Teams, teachers, and community leaders to identify early warning signs has proven effective. Mobile psychotherapy pilots in Kampala show strong engagement and reduced depression among youth.<\/p>\n<p><b>Build a national suicide surveillance system<\/b><\/p>\n<p>Uganda currently lacks a centralised suicide database. Without data, planning is blind. Reliable reporting is essential for prevention.<\/p>\n<p>Irresponsible reporting can contribute to suicide contagion. Ethical journalism must prioritise public health responsibility over sensationalism.<\/p>\n<p><b>Address social and economic drivers<\/b><\/p>\n<p>Poverty, unemployment, domestic violence, and social isolation are major drivers. Expanding social protection programmes such as SAGE and creating youth employment opportunities are also forms of suicide prevention.<\/p>\n<p>As Amos Rugasira, a mental health advocate in Kampala, notes, prevention requires early detection, training teachers, human resource officers, and community leaders to recognise warning signs.<\/p>\n<p><b>A parliamentary commitment<\/b><\/p>\n<p>As a Member of Parliament for Aruu County in northern Uganda, I have listened to families who lost children to suicide but never spoke of it publicly, not because they did not grieve, but because silence felt safer than shame.<\/p>\n<p>Through the Uganda Parliamentary Forum on Mental Health, we are committed to advocating for decriminalisation of attempted suicide within this parliamentary term. We also push for increased mental health funding and stronger community based services.<\/p>\n<p>However, Parliament cannot act alone. Civil society, development partners, religious leaders, media, and families all have a role in shifting the culture from punishment to care.<\/p>\n<p>More than 700,000 people die by suicide globally every year. Uganda contributes thousands of those deaths, many of them young, many preventable, and many unrecorded.<\/p>\n<p>Every week, a family in northern Uganda buries a child. Every year, more survivors are arrested instead of supported.<\/p>\n<p>Uganda has the research, the advocacy, and the policy tools.
