{"id":122809,"date":"2026-04-28T11:21:10","date_gmt":"2026-04-28T11:21:10","guid":{"rendered":"https:\/\/www.africa-press.net\/uganda\/all-news\/cio-cxo-forum-names-leadership-boards-for-digital-skills"},"modified":"2026-04-28T12:03:10","modified_gmt":"2026-04-28T12:03:10","slug":"cio-cxo-forum-names-leadership-boards-for-digital-skills","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/uganda\/all-news\/cio-cxo-forum-names-leadership-boards-for-digital-skills","title":{"rendered":"Cio-Cxo Forum Names Leadership Boards for Digital Skills"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Uganda. <\/strong><\/span><b>The CIO-CxO Digital Leadership Forum has appointed its inaugural advisory and governing boards, bringing together a team of regional technology executives to spearhead efforts aimed at closing Uganda\u2019s digital skills gap.<\/b><\/p>\n<p>Collin Babirukamu, Executive Director of IT at the Bank of Uganda, will chair the advisory board, while Rowena Turinawe, Chief Executive Officer of RukaPay, will serve as vice chairperson.<\/p>\n<p>The forum, formally incorporated this year, grew out of executive roundtables conducted under the Chatham House Rule, focusing on governance, cybersecurity, and artificial intelligence.<\/p>\n<p>Key advisory board members include Ibrahim Senyonga of MTN Business; Janey Racheal Nakato of Pearl Bank; Brian Ajuna of the Uganda Revenue Authority; George Ouma of the National Social Security Fund; Peter Mukuru of the Uganda Development Bank; and Julian Rweju of the National Information Technology Authority Uganda.<\/p>\n<p>Babirukamu urged technology leaders to shift away from infrastructure-centric thinking toward a stronger focus on business value. He noted that modern leadership is measured by how effectively technology drives revenue and delivers measurable impact, warning that those preoccupied with legacy systems and operational details risk becoming obsolete.<\/p>\n<p>Drawing from his experience, he emphasized the importance of framing technical projects in business terms to secure executive support. He cited virtualization as an example, explaining how positioning it as a tool for cost optimization and efficiency helped align IT strategies with broader organizational goals.<\/p>\n<p>He also identified active listening as a critical leadership skill, noting that effective CIOs must understand the specific needs of departments such as finance, risk, and operations rather than pursuing technology for its own sake.<\/p>\n<p>\u201cTrue value is created when technology simplifies processes and provides real-time insights for high-level decision-making,\u201d Babirukamu said, adding that the modern CIO has evolved from a systems manager into a transformation agent responsible for innovation and business value.<\/p>\n<p>The forum also launched a strategic initiative aimed at dismantling professional silos and addressing the gender gap within Uganda\u2019s technology sector.<\/p>\n<p>A governing board has also been constituted, chaired by Jonathan Kayemba, Chief Technology Officer at Logos. Other members include Rita Apell of Stanbic Bank Uganda; Daniella Uwimana Rukundo; Douglas Onyango; and Albert Gitta of MTN MoMo.<\/p>\n<p>Kayemba warned of a growing disconnect between legacy leadership models and digitally native employees. He observed that many technology leaders are not embedded in core decision-making processes and are often brought in to report rather than shape strategy\u2014an approach he said must change.<\/p>\n<p>The leadership unveiling coincided with the launch of the National Tech Skills Talent Program (2025\u20132035). Despite Uganda producing approximately 700,000 graduates annually, organizations continue to struggle to find job-ready local talent, Nakato noted.<\/p>\n<p>The 10-year roadmap includes establishing a National IT Talent Registry to help employers verify certifications.<\/p>\n<p>The program aims to equip 50,000 professionals with industry-relevant skills by 2031, with a long-term target of 200,000 by 2035. Nakato said the initiative seeks to reduce reliance on expatriate labor and position Uganda as a regional hub for digital outsourcing.<\/p>\n<p>Gideon Nkurunungi, the forum\u2019s Executive Secretary, said the organization is transitioning toward a more integrated ecosystem. He highlighted disparities in the tech workforce, noting that while women make up a significant share of IT graduates, only about 17 percent transition into professional roles.<\/p>\n<p>In response, the forum submitted a CIO Women Sub-Position Paper to address structural challenges. Nkurunungi also criticized the current state of technology use in the region as shallow, arguing that it is overly focused on social media consumption rather than value creation.<\/p>\n<p>Gitta noted that digital transformation is creating new employment categories, citing the mobile money sector as an example.<\/p>\n<p>He said the sector now employs more than 120 people in functions that were once handled by a single department. With a background in business, he emphasized that business acumen is essential for IT leaders seeking to maintain influence at the executive level.<\/p>\n<p>Joanita Asio Banda, Head of Emerging Technologies at Stanbic Bank Uganda, said true leadership value lies in applying strategic skills across platforms rather than becoming tied to legacy systems.<\/p>\n<p>The talent workshop brought together stakeholders from several institutions, including Makerere University, Uganda Christian University, Victoria University Uganda, Nkumba University, ISBAT University, Mutesa I Royal University, Uganda Technology and Management University, and Ndejje University, among others.<\/p>\n<p>Eman Conde, a CCIE agent with Alchemy Global Networks LLC, delivered the keynote address and pledged $10 million toward initiatives focused on developing high-quality datasets and fostering innovation.<\/p>\n<p>He also committed to supporting a cohort of Ugandan students from certification through to their first employment opportunities.<\/p>\n<p>Patrick Mundua, Commissioner for e-Government Services at the Ministry of ICT and National Guidance Uganda, emphasized the need for technical professionals to strengthen communication and business integration skills in order to better translate technical concepts into organizational value.<\/p>\n<p><strong>For More News And Analysis About <span style=\"color: #ff6600\">Uganda<\/span> Follow <span style=\"color: #ff6600\">Africa-Press<\/span><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa-Press &#8211; Uganda.
