Mugarura officially assumed office on Thursday during a handover and takeover ceremony held at the 3 Infantry Division Headquarters in Moroto.<\/p>\n<p>The appointment is part of the UPDF\u2019s routine leadership rotations across its formations, with the military saying such deployments are intended to strengthen professionalism while introducing new skills, experience and perspectives within the force.<\/p>\n<p>Presiding over the ceremony, 3 Infantry Division Commander Major General Wilberforce Serunkuma described transfers and deployments as a normal aspect of military service.<\/p>\n<p>He commended Brig. Gen. Kyangungu for his dedicated service to the division, particularly his contribution to strengthening foundational troop training and enhancing operational readiness.<\/p>\n<p>Maj. Gen. Serunkuma also expressed confidence that Col. Mugarura\u2019s previous experience in the Karamoja sub-region would enable him to settle quickly into his new responsibilities.<\/p>\n<p>The Division Commander tasked the new deputy commander with safeguarding and consolidating the socio-economic gains achieved in the region while encouraging commanders to foster teamwork and a supportive working environment among the troops.<\/p>\n<p>\u201cThe UPDF is a brotherhood; you only have the title of a commander because of the men you lead,\u201d Maj. Gen. Serunkuma said.<\/p>\n<p>He urged commanders to mentor their personnel, guide them professionally and help them correct mistakes before they escalate.<\/p>\n<p>In his maiden remarks after assuming office, Col.
