The Olympic Games in Tokyo just warmed up our hearts, celebrating athletes who have used their talent to bring national glory to all of us. Now I see people standing up to chest-thumb for people we ordinarily would not have a leg to stand on to compete, because one young woman, Peruth Chemutai, now fondly referred to as \u2018Chem\u2019, did great things at the Olympics, along with Joshua Cheptegei, now I hear \u2018Chep\u2019 and others. Congratulations to all these gifted fellows. We are proudly associated.<\/p>\n<p>The Ministry of Education and Sports, is therefore busking in glory it has not known for a long time, especially since Covid-19 and lockdown measures were instituted in March 2020. Although many people may not remember that sports is part of education, these wins have helped people forget the anxiety over the future of education, at least for a moment, even for people who do not ordinarily enjoy sports.<\/p>\n<p>Before the games in Tokyo, parents whose children are completing almost two years at home were expressing desperation. Some children have grown right before our eyes and no longer look like children who should be in school. The long stay at home and uncertainty of schooling, has had its impact and brought out some bitter words. Teachers have had their say, showcasing what their lives have become. Owners of private schools cannot believe that they are being told by the Minister of Finance to sell their properties to be able to service loans and keep their schools.<\/p>\n<p>To add salt to injury, someone decided that teachers in public schools need to declare their wealth, something they think is asking them to expose how \u2018poor\u2019 they are.Even with results for Primary Leaving Examinations (PLE) and Uganda Certificate in Education (UCE) being released, there is little consolation for many. It is easy to get angry, to imagine no one cares or knows what is happening to our children. And one has to be understanding, to say the least, sympathetic to that anger.<\/p>\n<p>Many good ideas have been considered to ensure continuity of learning. Some seem farfetched for our context. To advise parents now to resort to home schooling sounds like a bad joke. To say e-learning for higher education is probably the next best thing is to sound very insensitive to the plight of some students. And then, to suggest that more time is needed before we know when schools will open in the face of the risks posed by Covid-19, appears to be out of touch with reality suggestion. Again, all the sentiments are understandable.<\/p>\n<p>The problem though, is that these are some of the viable strategies that can help us move forward. This is no time to shoot down ideas on how our education sector gets sorted, which it needs badly. We know why these options are worth considering and our shortcomings in dealing with things such as this. The questions we must be discussing are, (i) How do we institute these measures and still maintain a sane level of inclusion in education? How do we ensure the future of education does not remain so bleak for learners, educators and parents?<\/p>\n<p>We could start with looking at what is needed to decongest schools. For instance, if some can afford to do home schooling, what does that mean for the UNEB Act? What does it mean for our curriculum of O-Level? Would we expect to still have a uniform national examination regardless of mode of learning? How can we review current policies in education and integrate e-learning at every level while remaining inclusive?<\/p>\n<p>We must think through these things. We cannot wait for vaccination to be completed, especially since our coverage now is perhaps less than two per cent of the population. If some students did e-learning, others home schooling, and some went to schools in the traditional mode, so much would happen. We also cannot afford to treat all levels of education \u2013 elementary, primary, secondary and higher education, handing them the same medicine, which is closure.<\/p>\n<p>Our education environment, whether we like it or not, has significantly and possibly irreversibly changed. We may not wish to return to school as if nothing happened. We can diversify our approach to learning. We need to be seeing investment in Information and Communication Technologies and we need to make amendments to some of our education policies as well as supporting people to appreciate what changes are needed.<\/p>\n<p><b>Ms Maractho (PhD) is the head and senior lecturer, Department of Journalism and Media Studies at UCU.
