Africa-Press<\/a> – Uganda<\/a>. <\/strong><\/span>Lango Parliamentary Group (LPG) has given Gulsan Construction Company up to October 4 to commence works on the Apac-Lira-Puranga road.<\/p>\n

This follows concern that the firm had persistently delayed to upgrade the road, almost a year after President Museveni commissioned the development.<\/p>\n

The LPG Members of Parliament (MPs) led by their new leader, Ms Judith Alyek (Kole woman MP), were shocked when they inspected the 100.1-kilometre road and found that no tangible work had started.<\/p>\n

However, they soon discovered that the delay was \u2018\u2018a result of misunderstandings between the contractor and the local government planners in the area on especially the road design.\u2019\u2019<\/p>\n

Construction of the Shs416.3b road is financed by the Islamic Development and Government of Uganda with the project expected to be complete by December 2023.<\/p>\n

Gulsan is set to begin construction at the 30 kilometers stretch of the 100.1km that was handed to them by Uganda National Roads Authority (UNRA), 8 months ago. The remaining 70.1 km will be handled once compensation of people affected by the road project is done.<\/p>\n

Dr Samuel Opio Acuti, the Kole North MP, said they extended the deadline following some of the findings they got during their field study with the contractor, district leaders and the UNRA team.<\/p>\n

\u201cWhen we engaged the consultant as well, he told us that the designs are available and sufficient for work to proceed. So, we were not able to conclude on that issue since the statements from the contractor and consultant were not marching,\u201d Dr Opio who is the LPG general secretary said.<\/p>\n

Mr Burak Kiziroglu, the project manager of Gulsan Constructions Company said:<\/p>\n

\u201cThe major cause in the delay of the constructions is that we were denied access to the site, unforeseeable physical conditions, drawing delays, and new work variations due to additional swamps instructed by the engineer and service relocations.\u201d<\/p>\n

Mr Yasser Haj Hussein, the project coordinator of M\/s Dar Al Handash Consultants, said not all the sections of the 30km stretch required upgraded designs and the designs for the 18.7km of the stretch were unchanged hence works could proceed.<\/p>\n

Lira City woman MP and Health minister, Dr Jane Ruth Aceng warned the contractor against doing shoddy work.<\/p>\n
