{"id":18429,"date":"2021-09-27T17:18:44","date_gmt":"2021-09-27T17:18:44","guid":{"rendered":"https:\/\/www.africa-press.net\/uganda\/?p=18429"},"modified":"2021-09-27T15:52:55","modified_gmt":"2021-09-27T15:52:55","slug":"exit-of-multinational-firms-a-blessing-in-disguise-finance-ps","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/uganda\/all-news\/exit-of-multinational-firms-a-blessing-in-disguise-finance-ps","title":{"rendered":"Exit of multinational firms a blessing in disguise &#8211; Finance PS"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong><a href=\"https:\/\/www.africa-press.net\/\">Africa-Press<\/a> &#8211; <a href=\"https:\/\/www.africa-press.net\/uganda\">Uganda<\/a>. <\/strong><\/span>Mr Ramathan Ggoobi has described the recent trend as a blessing in disguise that will strengthen the government\u2019s import substitution strategy.<\/p>\n<p>A leading technocrat at the Ministry of Finance, Planning and Economic Development has described as inconsequential the recent bulging exits of multinational companies.<\/p>\n<p>Mr Ramathan Ggoobi, the ministry\u2019s Permanent Secretary and Secretary to the Treasury, has described the recent trend as a blessing in disguise that will strengthen the government\u2019s import substitution strategy.<\/p>\n<p>Since 2012, nearly 21 companies in sectors like retail trade (Nakumatt, Uchumi, Tuskys, Pep, Shoprite, Game), aviation (British, Etihad, Gulf), and telecom (Orange, Vodafone, Smart, Africell) have ceased operations in Uganda.<\/p>\n<p>The other hit sectors include insurance (AIG, Niko, Lion), restaurant (Nandos and Steers), banking (Barclays), manufacturing (BAT), and the oil and gas sector (Royal Shell Dutch). Mr Ggoobi has challenged local entities to step up to plate as observers bemoan immediate revenue and job losses.<\/p>\n<p>The government\u2019s statistics show that the share of paid employment increased by a meagre two percent from 38 percent in 2017 to 40 percent in 2020. The share of self-employment meantime declined by 13 percent from 54 percent in 2016\/2017 to 41 percent in 2019\/2020. To compound matters, only four of every 100 households earned an annual income \u2014 cash or in-kind \u2014 of Shs20m in 2019\/2020. In fact, the majority of the households (76 percent) earned an annual income of between Shs5 million and Shs10 million.<\/p>\n<p>These grim statistics are believed to have compelled multinational companies to reconsider their stay in Uganda. Inequalities in income distribution only worsened matters. For example, in Kampala, 75 percent of total income (about Shs10 trillion) was shared by only 13 percent of the households. The disparity in Teso Sub-region is more glaring with about 90 percent of households splitting 71 percent of total annual household income (Shs2 trillion).<\/p>\n<p>\u201c[Such inequalities] indicate that the economy has been struggling with negative impact on aggregate demand, causing ripple effects on sales revenue and profitability,\u201d Mr Ggoobi said in his analysis titled \u2018Exiting Multinational Companies: Why, Impact, Remedy.\u2019<\/p>\n<p>Mr Ggoobi also said stiff competition from local retailers, including informal dukas, which are near consumers, continue to pay unfair competition to the big stores. Whereas they sell in smaller units, on credit, and at lower prices, the unfairness \u2014 Mr Ggoobi noted \u2014 lies in the fact that most dukas don\u2019t pay taxes.<\/p>\n<p>Ramathan Ggoobi. PHOTO\/ FILE<\/p>\n<p>Another deal-breaker for multinational companies is the growth and intensity of traffic jams in the capital\u2019s Central Business District (CBD). Paradoxically, the improved road network in the metropolitan suburbs of Greater Kampala may have disadvantaged retail stores in or close to the CBD. Shoppers also tend to shun the hustle of traffic congestion.<\/p>\n<p>Also ambitious expansion of these multinational companies in an attempt to secure the first mover advantage into the EAC Market may have been much higher than that of disposal incomes of the middle-class.<\/p>\n<p>To top things up, internal management challenges (weak corporate governance) and slow growth in household consumption expenditure among urban households (worsened by the impact of Covid-19) administered the coup de gr\u00e2ce. Mr Ggoobi proffered the need to senile stability of macroeconomics at the government level. This, he argued, will birth an enabling business environment, with policy consistency and predictability.<\/p>\n<p>This he added should be in addition to rendering support to Uganda Investment Authority to proactively address investor challenges, conduct periodic reviews of investor incentives, including facilitation of local investors to partner with their foreign counterparts.<\/p>\n<p>At policy level, he noted that there is a need to fast track enactment of the competition Bill into law for a more levelled playing field between SMEs and corporations.
