Africa-Press<\/a> – Uganda<\/a>. <\/strong><\/span>The Vice President, Maj (Rtd) Jes\u00adsica Alupo, has asked new Cab\u00adinet ministers to stick to the five pillars which President Museve\u00adni outlined for this term when they as\u00adsumed office in June.<\/p>\n

The pillars include cohesion, no cor\u00adruption, patriotism, East African inte\u00adgration and service delivery.<\/p>\n

Speaking at the opening of the induc\u00adtion for Cabinet members at Kololo Independence Grounds in Kampala yes\u00adterday, Ms Alupo urged ministers to expeditiously execute the strategic direc\u00adtives.<\/p>\n

\u201cWe should put kin interest on all service delivery programmes to our people, and ensure import substitution and export promotion, give priority to industrialisation, and promote the pri\u00advate sector as this will help us strength\u00aden our economy but also create jobs for our people,\u2019\u2019 she said.<\/p>\n

The Vice President also tasked minis\u00adters to always furnish the public with government policies, especially flag\u00adship programmes such as the Univer\u00adsal Primary Education, Universal Sec\u00adondary Education, parish develop\u00adment model , Emyooga, and health pro\u00adgrammes, among others.<\/p>\n

While officiating at the budget read\u00ading in June, President Museveni com\u00adpared his choice of selection of minis\u00adters to Jesus Christ whom he said did not go for intellectuals such as Phari\u00adsees, Sadducees or the Levites but chose to work with the fishermen.<\/p>\n

Mr Museveni said he appointed the ministers after a thorough assessment of their abilities.<\/p>\n

He tasked them to prioritise service delivery and popularise government programmes.<\/p>\n

Ms Alupo warned the ministers against leaking Cabinet documents and resolutions, saying such an act un\u00addermines Cabinet.<\/p>\n

Government Chief Whip Thomas Tayebwa asked ministers to prioritise Cabinet resolutions against their indi\u00advidual interests.<\/p>\n

\u201cCabinet resolutions supersedes in\u00addividual interests and this means that once we pass a resolution as Cabinet, we must all support it. For instance, there are cases where some minister stands on the floor of Parliament to contradict what Cabinet resolved. This is very wrong. If you can\u2019t defend Cab\u00adinet resolutions in Parliament, then it means you don\u2019t know your role,\u2019\u2019 he said.<\/p>\n

The Prime Minister, Ms Robinah Nab\u00adbanja, said ministers should learn to brand the country by promoting gov\u00adernment programmes.<\/p>\n

\u201cWe should aim at marketing what we do as a country and explain gov\u00adernment programmes both locally and internationally. We have achieved a lot as a country and we must let the world know of such achievements. We need to continuously popularise all our programmes and defend government rather than attacking it,\u2019\u2019 she said.<\/p>\n

Teamwork<\/p>\n

Ms Jessica Alupo said the new ministers need to work together, including technocrats in their ministries, be accountable for their actions, and stick to the already established policies while executing duties to achieve the government\u2019s target.<\/p>\n

\u201cFind a way at all times to have your sectors in parliamentary sessions, monthly top management meetings are a must as this will build a strong cohesion spirit and teamwork, internalise NDP III and the NRM manifesto, and ensure that resources allocated to your sector are deployed to do what you planned for,” she said.<\/p>\n
