Africa-Press<\/a> – Uganda<\/a>. <\/strong><\/span>Proprietors of pri\u00advate schools have asked the govern\u00adment to create a relief fund for them of at least Shs500 billion to enable them smoothly prepare for the reopening of schools in January next year.<\/p>\n

The Igara East MP, Mr Michael Ma\u00adwanda, who brought the request be\u00adfore Parliament\u2019s Education commit\u00adtee yesterday, said the fund will al\u00adso enable the school owners recover from the shocks induced by the Covid-19 pandemic and lockdowns.<\/p>\n

He also asked that the money be availed by end of December to enable school owners plan accordingly.<\/p>\n

\u201cAccording to the information we have, bank loans are now about Shs1.7 trillion, but we are not saying the gov\u00adernment should shoulder that, we are looking at that component of Cov\u00adid-19, which comes to about Shs500b, which is not a lot of money,\u201d Mr Ma\u00adwanda said.<\/p>\n

He added: \u201cGovernment can be able to restructure something so that these institutions are able to reopen. These schools need a fund if government is reopening in January, there [should] be a fund in December.\u201d<\/p>\n

Mr Mawanda said schools will also use the funds to buy hand sanitisers, soap and temperature guns.<\/p>\n

MPs reject move<\/b><\/p>\n

However, a section of lawmakers dis\u00admissed the suggestion, saying many private school owners have in the past charged exorbitant fees and other ma\u00adterials.<\/p>\n

\u201cAlthough the government can sup\u00adport private schools, many are owned by money-oriented people, they have turned education into a social econo\u00admy by baking students, and you only deceive this country that you are train\u00ading these children yet they can\u2019t de\u00adfend their degrees,\u201d Mr Charles Onen, the Gulu East MP, said.<\/p>\n

The Jonam County MP, Mr Em\u00admanuel Ongiertho and Shadow Ed\u00aducation minister Brendah Nabuken\u00adya agreed with their colleague, saying private school bosses had been tough and unfairly treated their workers with many being poorly paid.<\/p>\n

\u201cI think we need to know clearly if Parliament supports this motion, how is it going to affect schools fees, we would want to support private schools but we would want to see fairness. How does it positively justify the high fees charges?\u201d Ms Nabukenya asked.<\/p>\n

Mr Mawanda\u2019s proposal is in line with the motion that the Kyankwan\u00adzi Woman MP, Ms Christine Sendawu\u00adla, tabled recently, urging government to bail out private schools and institu\u00adtions.<\/p>\n

Ms Sendawula told Parliament that at least 3,500 people lost their jobs due to the closure of schools.<\/p>\n

\u201cThe education-related debt burden is close to Shs2 trillion with increas\u00ading interest charged at 22 per cent to 26 per cent daily. Some schools are at the verge of being auctioned. The loss of revenue has impacted the em\u00adployment capacity in the private ed\u00aducation sector with more than 3,500 teachers laid off,\u201d Ms Sendawula said.<\/p>\n

This is the first time private schools owners have asked government to res\u00adcue them on the matter.<\/p>\n

In August, the Minister of Finance, Mr Matia Kasaija, told the owners to sell off their property and pay off the loans if they don\u2019t want their schools to be auctioned.<\/p>\n
