{"id":20278,"date":"2021-10-27T16:22:02","date_gmt":"2021-10-27T16:22:02","guid":{"rendered":"https:\/\/www.africa-press.net\/uganda\/?p=20278"},"modified":"2021-10-27T15:56:11","modified_gmt":"2021-10-27T15:56:11","slug":"teachers-policy-must-address-key-issues","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/uganda\/all-news\/teachers-policy-must-address-key-issues","title":{"rendered":"Teachers\u2019 policy must address key issues"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Uganda. <\/strong><\/span>On April 1, 2019, Cabinet approved a new National Teacher Policy that came into force on October 5, 2019 (International Teachers Day).<\/p>\n<p>Among the crucial issues in the policy included mandatory training of all heads of institutions in leadership, mandatory probation and induction of new staff, all teachers from pre-primary to post primary must have bachelor\u2019s degree, renew of teaching licence every after two years and their bachelor\u2019s degree to last for four years, among others.<\/p>\n<p>All these adjustments aren\u2019t bad since their intended purpose is to better the education standards of this country. However, this isn\u2019t the first time such reforms are happening.<\/p>\n<p>Since colonial days, we have had numerous reforms such as The Phelps Stokes Commission of 1924-25, The de La Warr commission of 1937, The Thomas Education Committee of 1940, The 1963 castle commission, the 1977 Education Policy review commission; that confirmed the proposal of third five year development plan to introduce Universal Primary Education by 2000, The 1989 Education policy review commission and the government white paper of 1992 among others.<\/p>\n<p>In 1998, the government of Uganda began implementing an ambitious programme of educational reform; The Education Strategic Investment Plan (ESIP)(1998-2003)and The Education Policy Review commission (EPRC) of 1989 among others; all these highlighted literatures had recommendations for example the Prof Ssenteza Kajubi report of 1987 has not been conclusively exhausted and worked out to satisfaction.<\/p>\n<p>For instance, the ESIP programme that gave birth to free education for primary and secondary school going cluster (as amended later) still faces challenges of financing.<\/p>\n<p>According to RAIS ( Research Association Interdisciplinary studies) conference proceedings (November 6-7, 2019)placed financing as a challenge where they quoted NPA(2019) stating that the education expenditure from the national budget had been on the decline or stagnant in the ranges of 10 \u2013 12 percent compared to 22 percent in 2001\/2002.<\/p>\n<p>The UPE capitation grant has been stagnated between Shs5,737 and Shs10,000 as compared to Shs59, 000 20 years ago.<\/p>\n<p>The financing challenge makes education\u2019s destination at a crossroads especially as the capitation grant even delays sometimes.<\/p>\n<p>Imagine a school with only 100 pupils will get Shs1,000,000 to utilise and run the school for four months; paying utilities, transport to meetings, running co-curricular activities and other unavoidable expenditures.<\/p>\n<p>In some schools, they don\u2019t have staff quarters hence long distance travels that affect performance at the end of the day.<\/p>\n<p>Whether bachelor\u2019s degrees have been acquired without addressing loopholes on the side of the government, no big difference shall be realised.<\/p>\n<p>The core problem that has reduced the education standards partly is contributed by lack of motivation of teachers by the government.<\/p>\n<p>In fact it is even worse with the privately owned institutions where the school proprietors who sometimes act as Semi-gods determine everything ranging from the fees structure, pay scale. They even hire and fire callously and the follow up is relatively minimal.<\/p>\n<p>Furthermore, this reform became silent on remuneration and hence created more exploitation especially the private schools.
