Africa-Press – Uganda. <\/strong><\/span>As the country mourns the loss and injuries of Ugandans through vicious and cowardly acts of terrorism, we are equally deeply concerned about the increasing number of victims,<\/p>\n

caused by acts of terrorism motivated by intolerance or extremism.<\/p>\n

The Tuesday twin Kampala suicide bomb attacks underline one thing; that the burden of maintaining safety and security is a<\/p>\n

shared responsibility to be led by security institutions and complemented by citizens and the use of technology \u2013 especially in heterogeneous societies like Uganda.<\/p>\n

Ugandan Security agencies have been at the forefront of the fight against violent extremism time-immemorial both at home and abroad.<\/p>\n

However, time has come to recognise the role of civilians in this effort to prevent such insecurity and attacks against the values<\/p>\n

and soul of the nation.<\/p>\n

The immediate antiterrorist response must be accompanied by<\/p>\n

a long-term strategy striking at the root, with civilians at the center of this strategy.<\/p>\n

Acts of terrorism seriously impair the enjoyment of human rights and threaten the social and economic development of any<\/p>\n

State and undermine global stability and prosperity.<\/p>\n

As part of efforts to support the government\u2019s interventions to keep the country safe from this wave of insecurity, we must<\/p>\n

actively engage civilians and other relevant state and non-state institutions to build synergies for the prevention of violent extremism.<\/p>\n

There is a need for broadening the understanding among civilizations on how to prevent the indiscriminate targeting of different communities, persons, cultures and religions,<\/p>\n

and addressing the full range of issues, including development concerns, all of which are necessary to sustain the broad anti-<\/p>\n

terror campaign.<\/p>\n

The engagement with civilians or civilian outfits is particularly significant as their knowledge of local drivers of extremism and close interaction with community members can be leveraged to guide policies and actions both at the local and national<\/p>\n

levels to keep communities safe.<\/p>\n

The function of this relationship is to facilitate the interface between the various civilian and military institutions around a common mission to protect and promote principles and values to achieve national development and stability, while contributing to sustaining peace and security at home and abroad.<\/p>\n

Young people are more at risk of falling into the vicious hands of terrorist groups and becoming enablers. This is because they are easily targeted both by recruitment and radicalization<\/p>\n

to violent extremist organizations and in terrorist attacks. With the kind of unemployment, poverty, and anxiety reinforced<\/p>\n

by the Covid-19 disruption, we as a country need to act now. Underlying root causes such as poverty, grievances, such as<\/p>\n

lack of access to justice; individual emotional needs to belong, to experience dignity or revenge; as well as the influence of socialization and group dynamics cannot be addressed<\/p>\n

through a strict security interpretation.<\/p>\n

As a way of stopping the young people from turning to extremist violence and terrorism, there must be a comprehensive legal,<\/p>\n

political, and socio-economic approach in place, with a strong emphasis on the disengagement, rehabilitation and reintegration process.<\/p>\n

Youth are generally much better positioned to promote a culture of tolerance and peace amongst their peers. They possess a talent for communication and mobilization.<\/p>\n

Engaging and working together with youth as an effective and positive partner should be considered in reducing violent extremism, promoting tolerance and value pluralism, as well as building resilience in the local communities and societies.<\/p>\n

Uganda, our home sits in a complex region. We cannot ignore the clear signs pointing toward another wave of terrorist activity in the region. It is imperative to intercept it before it grows horns. Resources will be better spent on an integrated civil-military prevention approach.<\/p>\n

Partnerships with citizens, local and international communities are a must if we are to avoid an inherently international disaster<\/p>\n

and sustain our hard-won peace and quest for sustainable prosperity.<\/p>\n

Finally, the government is also urged to respect and not to abandon the due process of law in determining responsibility for the attacks and punishing the guilty parties.<\/p>\n
