{"id":26202,"date":"2022-02-12T17:14:33","date_gmt":"2022-02-12T17:14:33","guid":{"rendered":"https:\/\/www.africa-press.net\/uganda\/?p=26202"},"modified":"2022-02-12T16:38:44","modified_gmt":"2022-02-12T16:38:44","slug":"ugandans-hoping-kakwenzas-scars-mark-turning-point","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/uganda\/all-news\/ugandans-hoping-kakwenzas-scars-mark-turning-point","title":{"rendered":"Ugandans hoping Kakwenza\u2019s scars mark turning point"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Uganda. <\/strong><\/span>Ghastly images of novelist Kakwenza Rukirabashaija\u2019s scarred back and his chilling revelation that\u2014among other torture methods meted out\u2014a pair of pliers was used to rip chunks of flesh from parts of his body shocked Ugandans to the point of uncharacteristic anger.<\/p>\n<p>The satirical writer was held incommunicado at the backend of last year right through to the first workweek of 2022 after posting tweets that were deemed to have attacked the person of President Museveni and his son, Lt Gen Muhoozi Kainerugaba.<\/p>\n<p>Speaking with a refreshing candour to NTV Uganda, Mr Rukirabashaija, 33, said the traumatising experience made him think of \u201cdenouncing my Ugandan citizenship.\u201d<\/p>\n<p>He also admitted to being pushed to the precipice, saying at one point in time \u201cI thought I was dying.\u201d<\/p>\n<p>His gripping account of torture spread so rapidly and damagingly, with the European Union delegation in Uganda calling for \u201cthose who violate the laws of Uganda [to] be held accountable and personally liable for their actions.\u201d<\/p>\n<p>Mr Rukirabashaija was supposed to make an appearance on a Twitter space put together by the African Institute for Investigative Journalism this past week. His lawyer, Eron Kiiza, however, belatedly revealed that the doctor had recommended bed rest for the ailing novelist.<\/p>\n<p>Turns out Mr Rukirabashaija was actually planning to flee the country, which he successfully did on Wednesday (he later tweeted, asking the presiding magistrate\u2014 Dr Douglas Singiza\u2014to \u201cput my passport in the dock and try it.\u201d).<\/p>\n<p>Earlier, an attempt to have Mr Rukirabashaija\u2019s aforesaid passport returned to enable him access medical treatment outside Uganda was met with rejection.<\/p>\n<p>The novelist\u2019s absence on the Space did not deter people in their thousands from converging. Discussions on the platform were set against the sentiment that torture should not be viewed through the lens of being a moral problem.<\/p>\n<p>\u201cTorture is not a weakness of Museveni\u2019s government. It is a strength of his government. He came to power through violence \u2026 and holds power using violence,\u201d Ivan Okuda, a lawyer-cum-journalist said, adding that redress cannot be sought elsewhere because \u201cyou cannot use institutions that have been captured and have become victims themselves.\u201d<\/p>\n<p>Speaking out<\/p>\n<p>Dr Stella Nyanzi, who says she suffered a miscarriage while in detention, addressed herself to the aspect of voice and victimhood. The researcher hopes that Mr Rukirabashaija\u2019s experience can \u201cbuild a trigger\u201d that climaxes in \u201ccitizen action involving both the elite and the masses.\u201d<\/p>\n<p>She said previously all odds pointed to a culture of silence holding sway because of the \u201ccondemnation of those of us who have experienced torture at the hands of the state.\u201d<\/p>\n<p>The \u201cegalitarian approach that involves the masses\u201d proffered by Dr Nyanzi chimed with Andrew Karamagi who bluntly identified a dichotomy between \u201caccept[ing] this kind of misrule \u2026 or reject[ing] its totality.\u201d Mr Karamagi, a lawyer, said silence has an immediate effect on the sense of duty of both the elite and masses. He added: \u201cOppressive systems can live on for years or centuries if nothing is done \u2026 we have to go the full nine yards and rid ourselves of this illegitimate regime.\u201d<\/p>\n<p>Government functionaries on the Space\u2014such as the spokesperson, Mr Ofwono Opondo\u2014opted to be listening posts. Mr Duncan Abigaba, the deputy director of the Government Citizen Interaction Centre, which on its official website describes itself as \u201ca key contact centre between [the] Government and citizens\u201d took part in the conversation albeit with elaborate caginess.<\/p>\n<p>\u201cThe President (Museveni) has been very categorical and he has said you cannot extract relevant evidence through coercion,\u201d Mr Abigaba said, adding, \u201cThe closure of SID Kireka is a step in the right direction.\u201d<\/p>\n<p>The Uganda Police Force released a statement on Tuesday, affirming that \u201cthe Special Investigations Division (SID), Kireka \u2026 is still open and fully operational.\u201d<\/p>\n<p>Regardless, Mr Nicholas Opiyo says \u201cclosing [SID] does not solve the problem.\u201d Much like the closure of the Rapid Response Unit (RRU), he expects any such development to be merely a \u201ccosmetic\u201d exercise. What would be worth its weight in gold, the human rights lawyer said on the Space, is if the sense of victimhood comes out strongly.<\/p>\n<p>\u201cIf you keep quiet, you embolden these kinds of people,\u201d Opiyo said of people who mete out torture, adding, \u201cThe protection of the state is transient. There will be a time when these people will be held to account. So documentation is really important.\u201d<\/p>\n<p>Badge of honour<\/p>\n<p>For now, Mr Rukirabashaija proudly wears his scars as a badge of honour. In one tweet, he said: \u201cRegardless we smile.\u201d<\/p>\n<p>Dr Nyanzi, who like Mr Rukirabashaija says her \u201ckidneys were found to be infected with toxins\u201d after her incarceration, revealed that the wounds of torture victims grapple with are not just physical but also psychological.<\/p>\n<p>For one, she does not find herself in the right headspace \u201cwhen sirens [go] off.\u201d Yet\u2014much like Mr Rukirabashaija\u2014she wears a smile regardless.<\/p>\n<p>\u201cOur voice will not be taken away from us. Our ability\u2014however small\u2014is important,\u201d she told the Space, her voice breaking with emotion from her abode in Germany. \u201cWe are the ones to liberate ourselves from these torturers.\u201d<\/p>\n<p>While Mr Abigaba said President Museveni has condemned torture in the strongest terms, Sarah Bireete from the Centre for Constitutional Governance was quick to note that the latter \u201cpays lip service to torture.\u201d<\/p>\n<p>She cited when\u2014in a jocular manner\u2014he took great pride in Opposition leader, Mr Robert \u201cBobi Wine\u201d Kyagulanyi Ssentamu being beaten \u201cproperly\u201d whilst in detention.<\/p>\n<p>Mr Okuda said Uganda will continue going round in circles if it does not \u201capproach this as a political problem [as opposed to] a moral problem.\u201d<\/p>\n<p><strong>For More News And Analysis About <a href=\"https:\/\/www.africa-press.net\/uganda\">Uganda<\/a> Follow <a href=\"https:\/\/www.africa-press.net\/\">Africa-Press<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa-Press &#8211; Uganda.
