{"id":26223,"date":"2022-02-12T18:07:20","date_gmt":"2022-02-12T18:07:20","guid":{"rendered":"https:\/\/www.africa-press.net\/uganda\/?p=26223"},"modified":"2022-02-12T16:42:31","modified_gmt":"2022-02-12T16:42:31","slug":"igg-arrests-4-over-shs25m-scandal","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/uganda\/all-news\/igg-arrests-4-over-shs25m-scandal","title":{"rendered":"IGG arrests 4 over Shs25m scandal"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Uganda. <\/strong><\/span>The Inspectorate of Government (IG) has arrested two civil servants and two businessmen for allegedly swindling Shs25m meant for provision of social services.<\/p>\n<p>The suspects, including Mr Ronald Kawuma, the town clerk for Njeru Town Council in Buikwe District and Mr Paul William Kalule, the principal finance officer of Buikwe District Local Government, are accused of illegally transferring Shs25m to a company, Akamba Associates.<\/p>\n<p>The two could not account for the transaction.<\/p>\n<p>The IGG also arrested Mr Ivan Opolot, the Akamba Associates managing director, and businessman John Lubega.<\/p>\n<p>\u201cMr Kawuma and Mr Kalule, while employed as town clerk and town treasurer, Buikwe Town Council respectively, without necessary verification, paid Akamba Associates LTD a commission of 20 percent on Shs126,464,598 erroneously remitted on the Njeru Town Council Collection Account by the Ministry of Public Service as Local Service Tax allegedly collected by Akamba Associates where as not, knowing or having reason to believe that their action would cause loss to the Government of Uganda and indeed caused financial loss of Shs25,292,929 to the Government of Uganda,\u201d the IG a statement reads.<\/p>\n<p>\u201cMr John Lubega and Ivan Opolot, while operating under a company in the fashion and name of Akamba Associates, stole Shs25,292,919, the property of the Government of Uganda,\u201d the statement further reads.<\/p>\n<p>Ms Ali Munira, the IG spokesperson, on Wednesday told Saturday Monitor that the four had appeared before Magistrate Joan Aciro of the Anti-Corruption Court on February 9, and pleaded not guilty.<\/p>\n<p>They were granted a cash bail of Shs3.5m each. They are set to appear in court again on February 14.<\/p>\n<p>Background<\/p>\n<p>Ms Minira explained that her office received complaints about the misappropriation of the funds through their reporting channels, which prompted an investigation.<\/p>\n<p>\u201cWe get complaints and investigate, and when we find an issue, we make an arrest. This is what happened in this case,\u201d Ms Munira said.<\/p>\n<p>Ms Munira explained that the amount, although considered small, would have a great impact on the local people if properly utilised.<\/p>\n<p>\u201cMoney which is not yours, isn\u2019t yours.
