She was looking forward to joining secondary school when her hopes were dashed.<\/p>\n<p>\u201cI got married because of poverty. My father had no money to take me beyond Primary Seven. I stayed home and that was when I met a man who proposed to me and I got married,\u201d Sarah, now 16, recalls.<\/p>\n<p>Two years into the marriage, Sarah gave birth but that came with more misery as the baby\u2019s father failed to take responsibility. As a result, Sarah quit the relationship.<\/p>\n<p>\u201cI realised the man was irresponsible. He failed to provide for me and my child,\u201d she says.<\/p>\n<p>Sarah, like thousands of other girls countrywide still bear the burden of early motherhood and forced marriages.<\/p>\n<p>According to the Ministry of Gender, one in four children in Uganda is married off before they are 18 years.<\/p>\n<p>These girls are also vulnerable to domestic violence and are at risk of contracting HIV\/Aids.<\/p>\n<p>The National Planning Authority data, which was released last year, shows that the country loses Shs1.6 trillion annually in tackling issues of harmful cultural practices, including child marriage.<br \/>\n<b>Tackling problem<\/b><\/p>\n<p>Several organisations have created strategies to sensitise girls and the community on the dangers of engaging in early sex to change the narrative.<\/p>\n<p>They have also partnered with other stakeholders to build a legal framework and policy environment to mitigate cases of child abuse and ensure that perpetrators are prosecuted.<\/p>\n<p>The NGOs also engage parents and teachers to support the learners to remain in school.<\/p>\n<p>\u201cWe are also equipping influential people with skills so that they can take lead in the implementation of activities which target ending child marriage,\u201d Mr Patrick Dranimva, the programme officer at Amani Initiative, an NGO, says.<\/p>\n<p>The organisation carries out sensitisation in communities and works with the church to promote behavioural change.<\/p>\n<p>\u201cWe want to have little resources spent with the expectation of high impact but this intervention should be led by the members of the community so that when we are away, whatever we started is sustained,\u201d Mr Dranimva says.<\/p>\n<p>The Kiruhura Women Development Agency (K-WIDE), another NGO, works with schools to sensitise learners on child marriages.<\/p>\n<p>\u201cSo far, we have supported 270 girls and also 107 boys,\u201d Ms Fortunate Abaho, the NGO\u2019s deputy executive director, says.<\/p>\n<p>Joy for Children Uganda, an NGO, calls for coordinated and collaborative efforts of all stakeholders to end child marriages.<\/p>\n<p>Under Girls Not Brides Uganda programme, NGOs and the government are implementing the National Strategy to End Child Marriages and Teenage Pregnancies. Joy for Children conducts regional learning events to influence gender transformative approaches to end child marriages.<\/p>\n<p>\u201cPartners share what approaches are working and what is not, recommendations and way forward are drafted to influence new programming on addressing child marriages,\u201d the organisation\u2019s executive director, Mr Moses Ntenga, says.<\/p>\n<p>\u201cRather than assuming that child marriage programmes have a monopoly on knowledge and experience on how change happens, we believe that adolescent girls and other community actors such as community-based organisations, religious and traditional leaders, and families have valuable knowledge about addressing female adolescent sexuality and ending child marriage,\u201d Mr Ntenga adds.<\/p>\n<p>Poverty and lack of viable income-generating options for girls and young women also contribute to high child marriage rates.<\/p>\n<p>Several programmes have started addressing this problem to ensure parents are not lured into marrying off their children for monetary gain.<\/p>\n<p>Transcultural Psychosocial Organisation (TPO) Uganda has so far supported more than 4,500 households with livelihood support grants in three sub-counties in Lira.<\/p>\n<p>Beneficiaries are required to form a group and select the enterprises of their choice before TPO staff train them.<\/p>\n<p>\u201cOnce we train them, we prepare them now to receive the economic support to boost either initiatives that they had already started or to support them with the livelihood that they had already prepared,\u201d Ms Penninah Kia, the TPO Uganda\u2019s project coordinator at Lira field office, says.<\/p>\n<p>Amani Initiative has also given seed capital to 15 groups in Maracha, Terego, and Arua districts.<\/p>\n<p>\u201cWe distributed to them 300 mobile phone handsets so that each member captures her own savings information. We gave one smartphone per group so that all information on savings and loan transactions within each of the 15 groups is captured,\u201d Mr Dranimva says.<\/p>\n<p>\u201cEach savings day, the secretaries keep tracking how much each member saved, how much they have borrowed; how much each member repaid, and so forth. Even if you are at home, you can request for a loan,\u201d he adds.<\/p>\n<p><b>Positive impact<\/b><\/p>\n<p>The TPO has also created the children\u2019s parliament whose efforts have seen the return of two girls to school in Agweng Sub-county in Lira.<\/p>\n<p>Parents had forced the girls to drop out of school in 2019 so that they marry them off.<\/p>\n<p>\u201cWhen we feel that the matter is beyond us, we refer to our senior woman and senior man teachers for proper management. So far, we have successfully handled two cases, and made two pupils, who had already dropped out of school return,\u201d Ms Lorna Adongo, the chairperson of Agak children\u2019s parliament, says.<\/p>\n<p>Mr Tom Opio Okino, the chairperson of Te-anyok Village, Akano Parish, Agweng Sub-county, says before the intervention, there were many cases of child abuse, including forced child marriage, defilement, child labour, and child neglect.<\/p>\n<p>Religious and cultural leaders have also come to the forefront in the implementation.<\/p>\n<p>\u201cWe sensitise the community to first let their children grow because marriage requires deeper knowledge and understanding, which children still lack,\u201d Pastor Nathan Rukoko of Kiruhura Community Church in Kiruhura Town, says.<\/p>\n<p>Lira-based Youth at Work Development Initiative (YAWODI) is working with four clans (Ocukuru- Ogora, Okarowok-Odwee, Okii Raki Okwerocobo, and Okarowok-Wibye Acel) in Lango Sub-region to mobilise parents and teachers to support girls in their education.<\/p>\n<p>\u201cThe girls are now willing to say no to the boys who approach them for sex because they believe that there is somebody behind them,\u201d the YAWODI executive director, Dr Isaac Orec, says.<\/p>\n<p>Mr Geoffrey Enzadribo, the chairperson of Central Ward Village in Maracha Town Council, says his office always refers cases of child abuse to police for proper management.<\/p>\n<p><b>Numbers<\/b><\/p>\n<p>In Kenya, Tanzania and Uganda, a huge number of girls are still subject to child marriage every year.
