{"id":59463,"date":"2023-11-08T07:13:16","date_gmt":"2023-11-08T07:13:16","guid":{"rendered":"https:\/\/www.africa-press.net\/uganda\/?p=59463"},"modified":"2023-11-08T06:18:55","modified_gmt":"2023-11-08T06:18:55","slug":"the-nightmare-of-travelling-the-kampala-jinja-route","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/uganda\/all-news\/the-nightmare-of-travelling-the-kampala-jinja-route","title":{"rendered":"The nightmare of travelling the Kampala-Jinja route"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Uganda. <\/strong><\/span><b>Sometime back, I wrote two separate articles of my thoughts in regard to loss of human life and loss to the national economy caused by our current poor road infrastructure particularly the Kampala \u2013 Jinja \u2013 Kenya corridor.<\/b><\/p>\n<p>I highlighted the menace of fatal motor accidents that happen on almost a daily basis on this road. The cause of these losses is not only due to the sorry state that the road is in, but also the fact that it is a narrow single carriageway of only two lanes and of bad design.<\/p>\n<p>I did highlight the loss in man labour or productive hours that the motorists and passengers loose on a daily basis on account of the menacing and unrelenting traffic jams that have come to characterize most of our roads.<\/p>\n<p>Yesterday, I departed from Diamond Trust in the city center at exactly 2.00pm heading to Jinja. For a distance that is 80km and which previously used to take, on average 1hr only, yesterday it took me 4 hours to make it to Jinja and reaching the Amber Court round about at 6.00pm. Then being able to reach Iganga at 8.00pm. This means that for a distance of only 50km, it had to take me a good 2hrs.<\/p>\n<p>Now this does not only makes traveling to the motherland so neausiting but also very unproductive and costly in terms of fuel consumption involved.<\/p>\n<p>One would maybe argue that travelling to Jinja on a Friday is not the wise thing to do. But even returning from Iganga to Kampala yesterday on a Saturday was equally a nightmare.I sent off from Iganga at 4.00pm and I was able to reach Kampala at Jinja Road at 9.00pm. This is a journey of 130km taking a good full 5hrs!<\/p>\n<p>As I was traveling and saddled in this traffic jam, I kept on thinking how much a country like Uganda makes in losses in terms of the productive hours on a daily basis just on account of these traffic jams.<\/p>\n<p>I know that someone may also argue that there shouldn\u2019t be much cause for alarm since these road traffic jams are not only unique to Uganda. They actually happen everywhere in the world particularly wherever there is human development going on.<\/p>\n<p>This is indeed true, and the increase in motor traffic is associated with increased incomes and increased economic activity.<\/p>\n<p>So, no one can deny the fact that due to increased economic activities in the country, increased population movement to Kampala and increased trade activities with our neighbor Kenya, there has been over years an increase in the volume of motor vehicles that ply the Kampala \u2013 Jinja \u2013 Kenya route which has consequently exerted more pressure on our road infrastructure.<\/p>\n<p>As we know it, this eastern corridor has been worked on in a piece meal fashion. The Jinja \u2013 Bugiri section was last constructed 22 years ago by Reynolds a Nigerian registered construction company. The section from Kampala to Jinja was also done almost 20 years ago.<\/p>\n<p>However, due to disrepair, the entire route from Kampala to the Kenyan border has now become a nightmare. Visibly, there are some efforts by UNRA trying to patch up certain areas of the Kampala \u2013 Mukono section, but this is also turning out to be a neausiting thing due to the very slow progress of works being undertaken.<\/p>\n<p>As acknowledged, many countries do too, experience traffic jams in their cities, but what makes the difference is the fact that in other jurisdictions once such a situation arises, immediate measures are undertaken to rectify that problem by either widening the affected roads or by creating convinient by passes or quick detour alternatives.<\/p>\n<p>This kind of prompt mitigation goes on until the problem is sorted in the long run. That is how increasing motor vehicle activity on road infrastructure is and ought to be handled.<\/p>\n<p>Our situation on the contrary is handled in a laissez-faire manner and with utmost complacence.<\/p>\n<p>It is known that Uganda roads are not constructed to go beyond 15 years of their life span, but even with that fact, we continue to push their limits by expecting that those roads would be able to withstand and support increased motor vehicle traffic volumes even at 25 years and beyond!<\/p>\n<p>What we do forget in our wishful kind of national planning is that science many times doesn\u2019t conform to the idea of miracles! If the road has served off its life span, that road must be reconstructed and no amount of wishful thinking or stretching will still give you any good outcomes.<\/p>\n<p>The Kampala \u2013 Jinja \u2013 Kenya highway is currently offering diminishing returns.<\/p>\n<p>The route has become a real death trap where fatal motor accidents are on the rise every single day yet the economic loss to the country is immeasurable.<\/p>\n<p>When the issue of the current status of this Kampala \u2013 Jinja \u2013 Kenya corridor road was raised in my previous articles, some people seemed to take hope and refuge in the fact that there is a brand new Kampala \u2013 Jinja Expressway (KJE) that the government has been promising for sometime.<\/p>\n<p>There are those that had hoped that with the construction of the KJE, woes on the current Kampala \u2013 Jinja road will have been sorted.<\/p>\n<p>True as it may be, the facts on the ground however speak differently. There is still no tangible sight yet of the KJE.<\/p>\n<p>The Kampala \u2013 Jinja \u2013 Kenya road continues to be the main artery for Uganda\u2019s economy and indeed that of the neighbouring countries of Rwanda, DRC, Burundi and South Sudan.<\/p>\n<p>It is through this route that we export our now booming trade of coffee and minerals. It is through this route that we do get the bulk of our imports such as the petroleum products, steel, iron pipes, sheets and bars that feed our burgeoning manufacturing and assembling industry.<\/p>\n<p>So, as we look seriously into ways of improving and removing the bottlenecks to our drive for value addition and doing business in the country, we must immediately address the issue of the Kampala \u2013 Jinja \u2013 Kenya route with the seriousness it deserves.<\/p>\n<p>For UNRA, Ministry of Finance and Ministry of Works continuing to offer piece meal interventions to the current dire straits situation in which the road is in is just being very unrealistic and delusional about the adverse impact the situation does to the overall national economy.<\/p>\n<p>How can we be still talking about enhancing domestic tourism and particularly about being able to leverage our naturally endowed national heritage of the Source of the Nile for socio economic transformation when actually getting to this endowment is such a nightmare.<\/p>\n<p>I can\u2019t see any visitor whether domestic or foreign, that would amidst all available options want to choose to go to Jinja, Mbale or Kapchworwa of a journey that would currently take tenfold of its previously expected travel period.<\/p>\n<p>We understand that there was a Road Infrastructure Master Plan twenty years ago which had among its goals of the dualing and expanding all highways to at least 20KM from the city centre. By then not so many buildings had mushroomed along these roads. But this plan was drastically changed to focus mainly on the so-called Tourism and Oil roads. But even the Tourism roads that were tauted continue to face challenges. What evidently was conveniently ignored by those with powers to decide which roads must be done is the fact that actually, the Kampala \u2013 Jinja \u2013 Kenya highway is both an economic\/trade and a national tourism road.
