Africa-Press – Uganda. <\/strong><\/span>Oil marketing companies (OMCs) under their umbrella body, Sustainable Energies and Petroleum Association (SEPA), want the amendment of the Petroleum Supply Act to take into consideration a provision to allow them import and supply special petroleum products.<\/b><\/p>\n

The association, although in agreement with the Bill\u2019s proposal to make the Uganda National Oil Company (Unoc) a monopoly in the importation of petroleum products, says there could be instances where the entity is incapacitated to import higher grade petrol products or in the required quantities.<\/p>\n

\u201cOil marketing companies had agreed to bring higher grade petrol into the country, which could be at 95 to 98 octane rate for purposes of those who drive cars which require high rating petrol. We are asking that the Bill allows OMCs to import such products when Unoc is unable,\u201d said Anthony Ogalo, the general manager of SEPA.<\/p>\n

Mr Ogalo made the request while appearing before the parliamentary Committee on Environment and Natural Resources on Thursday. The SEPA general manager presented the association\u2019s views on the Petroleum Supply Amendment Bill, 2023. He said the Bill simply prescribes products that will be imported by Unoc, but warned that the law should consider the dynamics of the supply chain.<\/p>\n

Mr Ogalo, for instance, pointed at the changing grading of petroleum products and their demand. He also cited environmental aspects which Unoc may not necessarily be able to meet when left as a monopoly.<\/p>\n

Issue<\/p>\n

\u201cIf the issue of the capacity of Unoc to import all specialised products is not addressed, there might be a challenge when a marketing company wants to bring such products it will not be allowed since Unoc will be the only licensed supplier,\u201d the SEPA boss said.<\/p>\n

The Bill provides that Unoc will import and supply automotive gasoline or super petrol, automotive gasoline or diesel, jet A-1 and dual purpose kerosene.<\/p>\n

SEPA further proposed that beyond the specialised products, the Bill should allow OMCs to import other oil products excluded from the list to be supplied by the government.<\/p>\n

The committee probed SEPA over why it easily conceded to the proposed Unoc monopoly that automatically kicks them out of business.<\/p>\n

\u201cUnoc is a trader, you are also traders. Unoc is one, but you are many, yet you are saying we support Unoc as the sole supplier. What are your interests?\u201d asked Eddie Kwizera, the Bukimbiri County lawmaker, adding that there is need to know how the Bill will affect the OMCs and the oil supply chain.<\/p>\n

Lawmakers on the committee also asked SEPA to guide on the object of the Bill that seeks to guarantee the supply of petroleum products into the Uganda market.<\/p>\n

\u201cWe want you to demonstrate for the sake of consumers how granting Unoc a monopoly is the best deal for Uganda. Demonstrate how the pump prices will be lowered with this law in place,\u201d Paul Akamba, the Busiki County lawmaker, guided.<\/p>\n

Emmanuel Otaala, the Committee chairperson, directed SEPA to put together a comprehensive analysis of the Bill and how it addresses common issues relating to oil trade.<\/p>\n
