At the same time, the low carbon transition is an opportunity and an engine for investment, growth, jobs, and exports as industries transform. A record $1.8trn is expected to be invested in the clean energy transition alone in 2023.<\/p>\n<p>At the end of this month COP28 is in UAE, where over 190 nations are expected to attend to continue progressing this important agenda. One of the priorities for the UK at COP28 is to continue to work with international partners to set out how financing can align with goals around climate, nature and greening. In short, we believe the private sector can be mobilised to lead the way in low emission pathways to help countries develop a greener way of energy. A Clean Energy Pledge is being developed at COP28 which aims to triple renewables and double energy efficiency. These are climate mitigation opportunities that we believe Uganda can harness.<\/p>\n<p><b>The role of renewables<\/b><\/p>\n<p>In the past, countries had not paid much attention to renewables but now we are at a point where they are proving capable of driving the energy transition. With technology improving and prices falling (solar panels), countries have a chance to access cleaner electricity. Uganda has been a leader in this area, with most of its electricity already from renewable source. Hydropower alone supplies about 80% of Uganda\u2019s electricity, followed by solar, and wind studies are ongoing. With an increasing population, expected to double by 2050, Uganda can\u2019t rest on its laurels. In addition, industrialisation is a top priority and focus area for the Government of Uganda, and so demand will soon outpace the supply of electricity.<\/p>\n<p>Given that hydroelectricity is susceptible to climate crises that are likely to affect water levels, we need to think innovatively. This is where the role of the private sector and partnerships becomes critical in this promising sector. If Uganda harnesses these opportunities; we will be assured of a resilient energy mix to generate the power that the country needs.<\/p>\n<p><b>UK support to the sector in Uganda<\/b><\/p>\n<p>The UK has been at the forefront in supporting Uganda\u2019s renewable energy sector. We have walked this journey from early 2000s, supporting reforms in the electricity sector and investing in private sector distribution when it was considered highly risky. I am happy to see the sector growth in the last 20 years with coverage and distribution assets (lines and transformers) across the country and to see Uganda at the cutting edge of energy innovation, building on the strong renewable power production.<\/p>\n<p>On 16 November I will be giving a keynote speech at this year\u2019s Renewable Energy Conference and Exhibition (REC 23 &amp; Expo) at Munyonyo Commonwealth Resort to continue to highlight this important sector. The UK is proud to be partnering with this conference which showcases the innovation in the sector. This is a growth area that is providing green jobs \u2013 from solar panel installation to marketing to repairs and maintenance. Young people are engaged in this trade and can benefit from the jobs it has the potential to produce. For women and girls, it means less time spent on wood collection to prepare food if we manage to attain and embrace energy efficient technologies.<\/p>\n<p>We partnered with the Government of Uganda and the private sector to show what private sector energy solutions for Uganda look like. We are currently investing in:<\/p>\n<p>Lake Victoria Marine transport and connecting Bugala island to clean energy.<\/p>\n<p>Electric bodas that are enabling cheaper rural transport and reduced pollution in our cities.<\/p>\n<p>Solar agricultural water pumping systems enabling rural farmers to benefit from solar irrigation systems.<\/p>\n<p>Satellite technology tested in Uganda and electrifying villages \u2013 not just for light but also for agro-processing.<\/p>\n<p>Mini grids enabling access to clean energy by creating specialised and sustainable solutions for off-grid distributed power.<\/p>\n<p>Private developers in the GET FiT programme portfolio contributing to the 11% of Uganda\u2019s national renewable electricity generation.<\/p>\n<p>Reinforcement of the grid by upgrading sub stations.<\/p>\n<p>Modern energy cooking services with a pilot on electric cooking.<\/p>\n<p>Through our investment vehicles, British Investment International (BII) and the Private Infrastructure Development Group (PIDG) we are proud of our investment in renewable energy for Uganda. And together we can do much more!<\/p>\n<p><b>The importance of the private sector<\/b><\/p>\n<p>The private sector brings finance of its own, but also innovation. The UK remains a world leader in trialling new technology. Through the Ayrton fund, we have committed \u00a31bn towards clean energy research, development, and demonstration to accelerate the clean energy transition in developing countries.<\/p>\n<p>The Modern Energy Cooking Services programme with Loughborough University is working on an e-cooking pilot with encouraging results. We want to turbo charge these efforts. Electric Pressure Cookers have demonstrated that cooking Ugandan meals such as Matooke is possible and with the same taste without the long hours of hard work! And for dry beans cooking them in 45 minutes rather than the usual three hours we are familiar with, is a revelation. Very clean and efficient technology and lesser Yaka, we have the evidence!<\/p>\n<p>The private sector is a critical player in supporting Uganda\u2019s energy transition. However, private investments still need support, setting up, negotiating, and de-risking investment, like we did in collaboration with the European Union, Germany and Norway on the GETFiT programme. We have been active in bringing together business opportunities in this sector. The latest addition being the Climate Finance Accelerator (CFA) programme which I launched at the end of last month. The CFA aims to match private investments with companies here in Uganda who are ready and able to spur green growth.<\/p>\n<p>No surprise that most of the success stories from the accelerator are renewable energy initiatives. We will continue to look for more opportunities to support businesses and communities to adapt and innovate in a cleaner way.<\/p>\n<p><b>Tackling the challenges together<\/b><\/p>\n<p>Uganda has the conditions and the opportunities to be a renewable energy superpower; but further work needs to be done to create an environment that allows innovation to thrive. Policy frameworks that provide quality standards, improved access to finance and improved supply and demand chain will be key for continued investment in the renewables sector.
