Africa-Press<\/a> – Uganda<\/a>. <\/strong><\/span>Members of Parliament\u2019s Committee on Legal and Parliamentary Affairs and officials from Bank of Uganda (BoU) yesterday disagreed on whether the roles of the governor should include being the chairperson board of directors of the central bank.<\/p>\n

Led by the Deputy Governor, Dr Michael Atingi-Ego, the BoU officials were in Parliament to give their views on the Constitutional Amendment Bill, 2020 in which Mr Micheal Mawanda, the Igara East MP, proposes an amendment to Article 161 of the Constitution to change the composition of the top leadership of the bank.<\/p>\n

Dr Atingi-Ego told the Committee meeting chaired by Mr Sam Bitangaro (Bufumbira South) that it would not be an internationally accepted practice to separate the role of Governor and Deputy Governor from those of chairman and vice chairman of the board of directors.<\/p>\n

\u201cIf the separation of the role is intended to address the issue of checks and balances, which I believe it was intended to do, this is already addressed in the audit and governance committee of the Board which entirely comprises non-executive directors and they play the crucial role of checking management and its outcomes,\u201d Dr Atingi-Ego said.<\/p>\n

However, the MPs argued that the problems that the central bank has faced in the most recent years are because the governor is not supervised internally since he doubles as the chairman of the board.<\/p>\n

Bugweri County MP Abdu Katuntu said: \u201cWe do not have any institution that supervises the governor and deputy governor. We cannot have a vacuum with the governor and deputy governor who are unsupervised. You even do not have performance reports or evaluations.\u201d<\/p>\n

He added: \u201cKenya has done perfectly well because when it comes to matters of monetary policy, there is a specific monetary policy committee chaired by the governor. You have got stakeholders who are well versed with and are part of the policy committee.\u201d<\/p>\n

But Dr Atingi-Ego insisted there is need to maintain the current practice where the board plays a dual role of public policy formulation and oversight, and the governor\u2019s key targets to achieve that include monetary policy, price stability and financial system stability.<\/p>\n

\u201cThe risk of conflict, especially for a board with public policy formulation roles, is minimised by fusing the chairmanship of the board with the governorship of the central bank. Indeed, the majority of central bank boards (more than 86 per cent) have the governor and chairmanship of the board held by the same person,\u201d Dr Atingi-Ego said.<\/p>\n

However, other MPs insisted that there is a need to align the provisions of the Bank of Uganda Act of 1966 with those of the Constitution that was made about 30 years later.<\/p>\n

\u201cYou can\u2019t be everything and we need to get best practices,\u201d Ms Veronica Isala Bitechero, the Kaberamaido County MP, said. Mwenge South MP Aston Kajara added that these changes need to be immediate because the country cannot continue seeing a leadership crisis in the bank.<\/p>\n

\u201cWhen there is a conflict, you will be handling them as governor and challenging those decisions as chairman of the board,\u201d Mr Kajara said.<\/p>\n

Mr Mawanda also wants the tenure of the deputy governor to be well stated in the Constitution by inserting Article 161C. He proposes that the deputy governor\u2019s tenure be for five years and renewable only once but leave that of the governor open. Dr Atingi-Ego, however, said the practice across a majority of central banks is that Governor and deputy Governor have the same tenure.<\/p>\n

Currently, the Governor, his deputy, and the board members hold office for a term of five years but are eligible for reappointment.<\/p>\n
