In about a year from today, these conflicts will become history following the announcement made by the officials from both governments that the border demarcation between the two countries is expected to commence in 2027. For over a decade, the two East African neighbouring countries have been embroiled in a dispute over the border stretching from Oraba in the Koboko district to the Lefori sub-county in the Moyo district, which has led to the displacement of several households and loss of property. Recently, Uganda\u2019s Chief of Defense Forces and Senior Presidential Adviser for Special Operations Gen Muhoozi Kainerugaba held talks with his South Sudan counterpart Gen Santino Deng Wol. The meeting happened just a few weeks after Ugandan Members of Parliament (MPs) called for the fast-tracking of the joint border demarcation with South Sudan to address the ongoing security challenges in the northeast of region Uganda.<\/b><br \/>\n<b>Clear journey<\/b><\/p>\n<p>The border demarcation development was confirmed on 11th December 2024, at Modi Hotel in Kajo-Keji County in Central Equatoria State. According to Mr Benjamin Ryembe, Executive Director of Kajo-keji County, the issue of resolving the border dispute between Uganda and South Sudan is now clear and the designated period for the solution is 2027.<\/p>\n<p>Mr. Ryembe added that a committee from South Sudan has already been formed and will collaborate with a similar committee from Uganda to carry out the demarcation process. He further explained that the border is an administrative and political matter, but the people are not divided. The movement of people is unrestricted, but it is the administrative and political entities that exercise authority within their respective jurisdictions. Recently, Uganda and South Sudan signed a border management pact that aimed at ending longstanding border conflicts between the two countries. Also at the beginning of 2023, Uganda and South Sudan authorities signed an agreement on joint management of security along the borders of the two countries. The awaited demarcation is expected to address the longstanding disputes over the border which have resulted in numerous clashes in the past.<\/p>\n<p><b>History of the two nation\u2019s border clashes<\/b><\/p>\n<p>There have been several border clash incidents in the past that have seen parts of Gwere village in Lefori Sub- County, Moyo District become a contested area, with the South Sudan government claiming it as their territory. The constant clashes and attacks on the village forced the president of the Republic of Uganda H.E. Yoweri Kaguta Museveni and his South Sudanese counterpart Salva Kiir to visit the area on November 28, 2009. The two leaders agreed that no activities would take place there until the border demarcation was completed. The conflict also affects areas of the Yumbe District. Uganda and South Sudan border disputes especially in the area of Lamwo, Nimule, Kajo-Keji, and Moyo have been a longstanding issue that has escalated into violence and conflict since 2014. The conflict is deeply rooted in historical arrangements made during colonial times when borders were drawn without consultation with local populations. This has led to tensions among various ethnic groups who inhabit these regions.<\/p>\n<p><b>The impact of these border disputes<\/b><br \/>\n<img loading=\"lazy\" decoding=\"async\" width=\"1280\" height=\"720\" class=\"alignnone wp-image-89264 size-full\" src=\"https:\/\/static.africa-press.net\/uganda\/sites\/34\/2024\/12\/sm_1734106619.657288.jpg\" srcset=\"https:\/\/static.africa-press.net\/uganda\/sites\/34\/2024\/12\/sm_1734106619.657288.jpg 1280w, https:\/\/static.africa-press.net\/uganda\/sites\/34\/2024\/12\/sm_1734106619.657288-300x169.jpg 300w, https:\/\/static.africa-press.net\/uganda\/sites\/34\/2024\/12\/sm_1734106619.657288-1024x576.jpg 1024w, https:\/\/static.africa-press.net\/uganda\/sites\/34\/2024\/12\/sm_1734106619.657288-768x432.jpg 768w\" sizes=\"auto, (max-width: 1280px) 100vw, 1280px\" \/><\/p>\n<p><b>Past border resolution attempts<\/b><\/p>\n<p>In 2017, Uganda and South Sudan agreed on a blueprint for redrawing their common border in a deal expected to end the long-simmering border conflicts. A joint technical committee from the two countries concluded a three-day meeting for the \u201cdelimitation and demarcation\u201d of the border in the Ethiopian capital, Addis Ababa, a process facilitated and to be overseen by the African Union. In 2009, President Museveni, and his Sudanese counterpart Kiir Mayardir met in Moyo district and agreed that farmers from both countries could utilize the vast virgin farmland along the border without any party claiming ownership of the land until the boundary between the two countries is redefined, which hasn\u2019t been done. In May 2023, leaders from both South Sudan and Uganda reaffirmed their commitment to restoring peace and harmony between the two neighbouring countries. They emphasized their respect for the sovereignty, territorial integrity, and unity of border communities in both Uganda and South Sudan.<\/p>\n<p><b>Hope for the best after the demarcation<\/b><\/p>\n<p>Many people from Uganda and South Sudan are optimistic that the border demarcation will bring peace between the two countries. One of them is Rt Rev Dr James Lule Kenyi, Bishop of the Episcopal Diocese of Kajo-Keji, who is hopeful that the demarcation would foster unity between the people of Uganda and South Sudan. \u201cWe believe that through continuous engagement, these two sister countries will serve as an example to other border regions. We must continue nurturing this relationship and ultimately, we will see positive results,\u201d he said. One Ugandan side officer said that there is improvement in the security situation along the border, despite a few pockets of criminal activity. He added that the only challenge that they are facing on border is that some Ugandans are still influenced by colonial boundaries, which often lead to trading conflicts.<\/p>\n<p><b>How the two countries have improved security collaboration<\/b><\/p>\n<p>In September 2024, Uganda and South Sudan signed a border management pact that aimed at ending border conflicts between the two countries. This followed leaders from both neighbouring countries signing a Memorandum of Understanding (MoU) after reaching a consensus in meetings that lasted for two days in Uganda. The signed pact between the two nations was meant to enhance border security. Both parties believe that renewing the management pact will end border insecurity and foster cooperation and unity between the two countries. Col Micheal Wiyual Jany, Deputy Commander of the 2nd Brigade Force in Kajo-Keji County, emphasized the importance of continued cooperation between the security forces of both countries before the demarcation begins in 2027.
