Africa-Press – Zambia. Congestion in Livingstone Correctional Centre Inmates at Livingstone Correctional Centre demonstrating how they sleep in a cell to the Zambia Correctional Service Commissioner General Mr. Fredrick Chilukutu. Currently the inmate population in Zambia is over 23, 000 against a hold capacity of only 10,000 resulting in an over 200% congestion rate.
Short term measures to remedy the situation is open more Open Air Centres and engage other institutions in the criminal justice system to speed up cases, provide bail services and other alternatives to incarceration. Long term measures is to construct new facilities in all provinces with a holding capacity of more than 2,000 inmates per centre.
