Africa-Press – Zambia. President Hakainde Hichilema has directed disciplinary action against permanent secretaries who are perpetuating the abuse of allowances in the public service. The allowances which are allegedly being abused are daily subsistence benefit, sitting allowance, lunch allowance and the procurement system.
Acting Secretary to Cabinet Patrick Kangwa says President Hichilema has directed that the abuse of the allowances and the procurement system should come to an end to allow professionalism and hard work to flourish.
Mr. Kangwa says the abuse of allowances has played a major part in eroding the professionalism and ultimately the efficiency and effectiveness of the public service.
He was addressing the 222 first senior public service management meeting in Lusaka. Mr. Kangwa says all acts that provide for sitting allowances and are in conflict with the circular that banned such allowances should be reviewed immediately.
He has announced the suspension for 90 days of all travel out of station for permanent secretaries, their equivalent and directors to allow them to formulate new policies and proposed laws which will kick start change and ultimately embark on the road to sustainable unity and development.
The 90 day suspension of travel for permanent secretaries will be used to review areas that need change in their ministries in line with the UPND manifesto and President Hakainde Hichilema’s directives.
