The United Party for National Development ( UPND) government has appointed Mr. Choolwe Nalubamba from Copperbelt Energy Corporation ( CEC) as Zambia Information, Communication and Technology Authority ( ZICTA) Director General.<\/p>\n

The UPND government has also appointed Mr Albert Halwampa as new Director General for the moribund Zambia Development Agency ( ZDA). Mr. Halwampa was until his confirmation as Director General Acting Director General for ZDA.<\/p>\n

Mr. Nalubamba was one of the masterminders in the tapping of journalists phones in 2013 when he served as ZICTa Cyber Security Specialist before he left ZICTA and joined CEC one of the main financiers of the UPND.<\/p>\n

CEC is now an appendix of power utility company ZESCO and the Energy Regulations Board ( ERB). Considering the role Mr. Nalubamba played in the human rights abuse by tapping journalists phones, the Zambian Whistleblower will with immediate effect never publish a story or activity initiated by ZICTA.
