And then do not pick titles and throw them around with ranking. It all depends what the constitutive position mean. For example, the DMMU \u201cCoordinator\u201d is at Permanent Secretary level but \u201cCoordinator\u201d for Smart Zambia is at Deputy Secretary to Cabinet level..<\/p>\n

Director or whatever term can be higher than the title \u2013 depending on what powers that office has and authority. Ambassadors are said to be Directors (administratively) but in actual fact they are higher depending on the station they are accredited!
