Africa-Press – Zambia. <\/strong><\/span>This week, a very disturbing and startling leak of a report (some pages missing) of a sponsored clandestine activity on FAZ vice-president Mutale Ng\u2019andu started jaywalking on social media.<\/p>\nThe report prepared \u201con the assignment sanctioned by the President\u201d by a Mr Rodewell Mbewe was essentially a spy report on Ng\u2019andu.<\/p>\n
We came across parts of the leaked report after Journalist Augustine Mukoka shared it.<\/p>\n
For now, it is not our interest or intention to delve into the details. That is not our intention.<\/p>\n
FAZ has had previous presidents; Kalusha Bwalya, Andrew Kamanga and of course Mr Teddy Mulonga are some of the most recent presidents.<\/p>\n
But never, and we repeat, NEVER a single day did we ever hear of any clandestine operations on their fellow Ex-Co members, later on anyone!<\/p>\n
We know that under Keith Mweemba, a lot of bizarre, unimaginable and crazy things are happening in Football House. Some are very difficult to talk about publicly for now. We shall wait untKil after we conclude our investigations.<\/p>\n
Keith Mweemba\u2019s assignment to Rodewell Mbewe is a pure act of spying, an act of sabotage.<\/p>\n
We are still struggling to wrap our minds why a FAZ president, devoid of ill-intentions, would unleash a fully-fledged covert operation on his deputy. What do you want to know?<\/p>\n
Intelligence operations such as human spying, cyber espionage and may be extremely important and strategic to a stable society like a country. And that is why countries spend billions of dollars on these operations.<\/p>\n
But intelligence operations are by nature complex operations, opaque and often involve difficult borderlines to circumnavigate. And that\u2019s why this function is undertaken by highly trained operatives within the confines of the law.<\/p>\n
Outside that, it is illegal. That is why spying in Zambia is a criminal offence.<\/p>\n
Under the Zambia Security Intelligence Service Act and also the Cyber Crimes Act of 2025 (Act No. 3 of 2025), it is illegal for any unauthorized person to engage in spying in Zambia.<\/p>\n
Acts of spying border on espionage and only employed when there is a clearly identified threat to national security which has to be neutralized or totally eliminated.<\/p>\n
So, let\u2019s assume Keith Mweemba was authorized to start conducting clandestine operations on his Ex-Co colleagues, what threat does Ng\u2019andu pose that should warrant a fully-fledged spy operation and not being subjected to disciplinary procedures within FAZ?<\/p>\n
Like Keith himself, Ng\u2019andu is an elected FAZ Ex-Co who doesn\u2019t owe any allegiance to anyone except the Football Association of Zambia. Importantly, he is entitled to his rights and freedoms as a private citizen of Zambia.<\/p>\n
You see, spying involves complex ethical, legal, and operational landmines that may include personal safety, religious beliefs and disposition.<\/p>\n
Again,we ask; what is it that Mr Mweemba is ,in FAZ, a non-profit organization, something not a personal property, that would trigger his appetite to spy on others?<\/p>\n
Ng\u2019andu is not an employee or servant of Keith Mweemba, and so, why spy on him? What is Mweemba\u2019s personal interest?<\/p>\n
Is Mr Rodell Mbewe trained in spying? Did Keith Mweemba use his personal resources when hiring Rodell Mbewe or was it FAZ money?<\/p>\n
If it was FAZ money, was this expenditure approved by FAZ Ex-Co? Who sanctioned this expenditure and how much was Rodell Mbewe paid for this exercise?<\/p>\n
To what extent was Ng\u2019andu\u2019s private and personal life infringed upon as a result of that illegal spying on him?<\/p>\n
Is Mr Ng\u2019andu the only FAZ Ex-Co to be spied on?<\/p>\n
We are reluctant to believe the spying on Ng\u2019andu is an isolated incident.<\/p>\n
We have so many ethical and moral questions that can only be addressed by Mr Mweemba himself but we leave it for now.<\/p>\n
So, how does this FAZ Ex-Co hold their meetings freely knowing that their leader is spying on them?<\/p>\n
Again, we ask; what is the FAZ Ex-CO doing that would push them to the extent of spying on each other?<\/p>\n
We repeat: What are you doing that your predecessors never did which is pushing you to these illegalities and extremism?<\/p>\n
An act of spying is conducted when all the TRUST is lost!<\/p>\n
Clearly, there is no love remaining to be recovered between Mweemba and Ng\u2019andu! They can posture and put up all manner of cosmetic public displays, but this marriage of convenience has broken down irretrievably.<\/p>\n
How is Ng\u2019andu going to be reconciled with someone he knows good and well that he is snitching on him?<\/p>\n
